In 1:05 you were saying that parasympathetic stimulation would dilate blood vessels but I can't find that information in the chapter. Instead it says that parasympathetic stimulation mainly acts on the heart regarding circulatory effects. I think so far I've only heard that inhibition of the sympathetic system causes vasodilation not parasympathetic stimulation. Maybe I've missed something, looking forward for an answer!

It is a little confusing, but think of inhibition of one system (sympathetic) allows for stimulation from the other system (parasympathetic) to cause the opposite reaction/response.

How come at the oxygen demand theory you mentioned that O2 decrease causes local vasodilation , but at the chemoreceptor part which senses O2 decrease , now its causing vasoconstricion ?

Good question; They are two different homeostatic mechanisms. The oxygen demand theory is for local blood flow control to a specific tissue - so if that tissue is hypoxic, it needs more oxygen so the blood vessels respond by vasodilating. The chemoreceptors are trying to regulate essentially total blood pressure - so hypoxia sensed by a chemoreceptor (or hypercapnia/acidemia) indicates systemic hypotension so one of the responses is to increase systemic vascular resistance (vasoconstriction, in addition to increased HR and contractility) to increase blood pressure.
