The sad thing is, even though Connor keeps getting replaced, he does infact lose a bit of himself and his memories. This is evident if you happen to save the officer in the first hostage chapter but ends up dying. When that officer thank you later, Connor has no memories of it. This implies Cyberlife *chooses* what memories gets uploaded into the new Connors, and is leaving out ones that show he acted on emphathy and emotions so the new Connors wouldn't turn deviant.
