In real life, Shooter McGavin would have gotten a free drop, provided that it was the same general distance away from the hole. And for Happy Gilmore, the PGA would have temporarily suspended play due to the unnatural obstruction, cleaned that up in a giffy, and then resume play. It is implied to be the same in universe as well, but because Commissioner Dennis Dugen (who also directed the film) is shown to be a spineless coward, he pretty much concedes to Shooter's wishes after shriveling up when face-to-face with that other guy.

I always like to think about what happened to Shooter afterwards. Can you imagine the amount of trouble he got in once everything was spilled and it was revealed that he had paid a fan to heckle Happy, that he HIRED THE SAME FAN TO DO A HIT-AND-RUN ON HAPPY, and then on top of all that, the incredible meltdown he had at the end where he stole Happy's jacket and ran off? I like to think he was permanently banned from the Tour and spent a lot of time in prison :-)
