American police chiefs have been to Scotland to learn new techniques in how to avoid shooting violent suspects.
As numerous fatal police confrontations cause public anger across the US, officers are rethinking when, and how, they use force.
In 2015, police in the US shot and killed around 1,000 civilians, many of them unarmed.

I'm in Colorado, I was a cop for less then six months before I resigned, now I'm a paramedic, I couldn't justify it in my head that I might shoot someone, I decided to take a pay cut and try to save lives instead.

29:21 Her mentality is the problem in a nutshell. Police in the US train with the mentality that shooting the suspect isn't an issue as long as there is even the vaguest threat. Shooting should be their last resort, but in the US they train so that shooting is their first resort.

That's not her mentality, she's pointing out the way she was trained. The attitude of the force and I completely agree that it's the issue but it's not her saying that's the way she feels or acts. If anything I would read this as a realisation for her of what is wrong and speaking out.

From Finnish point-of-view police in United States get alarmingly little amount of education before they get to the field. In here future police studies 3 years and gets a bachelor degree.

I actually think that was a good thing. Chuck isn't a trained psychologist, he had no means to offer counseling or perhaps answer medical questions this suspect had. I think he could have been more tactful and I hope he followed up by making arrangements for that psychologist once they reached the station but who knows.

It's not selfishness per-se. It's just a different paradigm. American policing isn't about law and order, it's about fear and power. Just start looking at American police as an occupying anti-insurgency paramilitary force across all 50 states. The US military tried similar strategy in the middle east over the last 20 years. They used overwhelming military power against the slightest perceived threat to their personal safety while also trying to "win hearts and minds" of the locals. That model is exactly what American cops do. American citizens are the occupied local populace who must be placated, contained, and pacified with military grade precision. Any resistance is interpreted as a threat to their safety (aka power).

As for the argument about crims having access to guns so good people should have them too. That's really fucked up! Australian criminals have guns too but the rest of us chucks a bail and calls police so they can deal with it. If people can do so, sometimes gunmen are disarmed, but other than that most honest people run from the scene before reporting the criminal gunmen. That would be more sensible wouldn't it? Oh, hang on, this is a new concept I assume... Oh right?

Just thinking they might have been better going to Northern Ireland as the similarities are closer to the States, in that all PSNI officers are armed. Yet similarly to England, Scotland and Wales the amount of people killed during Police interaction is very low. (I’m talking nowadays not the troubles)

Yea, bad guy, seems like an infantile way to talk about a suspect. Its an over simplification of the situation, its divisive and automatically casts the suspect as guilty, when one in 5 killed by US cops are mentally ill. Both the cops and the black community seem to have a simplistic, hyper macho, school mentality which they're both paying the price for.

American police are trained to think that every single person could be trying to kill them at any second so they are trained to treat the citizens that way. Since police deal with criminals on a daily basis, they begin to actually believe that the every citizen they officially contact might be just waiting to kill them at any moment. It's not so much a race issue as it is a law enforcement training issue.

COPS ALWAYS label anyone who speaks up OR stands up for their rights as anti cop. However standing up for MY rights is standing up for EVERYONE'S rights including THEIRS. I actually have a MAJOR soft spot for police which is why I've dated a cop, trooper, MP, military detective, and THEY taught me about their tactics AND my rights.

Ronald Johnson's car was shot at by an unknown person or persons. When the unmarked police officer tried to pull him over, he flead. Why? Only he knows that because they shot him in the back. My logic would be if someone had been shooting at me, and then someone tried to stop and detain me that they were back to finish the job. It costs next to nothing to put a flashing light in your car. This officer charged to protect and serve the public, shot an unarmed man in the back. He killed someone, for running.

There should be a law, where if someone challenges a police officer with a hatchet, the officer should produce his own hatchet and engage in one on one combat. But I do recommend testing this in Great Britain first, since the "bobbies" seem to handle themselves so much better there, and then train our American police force on the best technique.

VitalyMack the funny thing is is when are police used to use batons or even the taser instead of the bullet they got criticized for that as well take somebody down with a baton or to hit him with that taser so no matter what they're going to lose. The same ones that are protesting now we're the same ones protesting about the use of the Baton and the taser before police officers and those neighborhoods should just leave the neighborhood seems how they're not wanted.

@@Davefacestation riot shields and ballistic shields are two different things. Ar15s are about $1000 and glocks are $500. Once a ballistic shield is shot they’re trash like a vet. It’s very impractical is what I’m trying to get at. There are very few shootings where the people are following directions and get shot. Usually somebody got a warrant and trying to drive through a cop, or digging through their console or pockets. Honestly why aren’t we asking people to act right, why is that so hard not to have a knife fight out in the yard, and why expect a cop not to shoot 😂

The US political system is highly complex but in short. He made efforts in that direction but was blocked by republican lawmakers. Manny of the actions a president can and will take is to make advisories. They are not dictators who can impose will over all. Beyond federal changes there are so many specific state changes needing done on that state level that reform by one office even the office of the president is extremely difficult. With a current democratic majority in both house and senate it may be possible Biden can make more dramatic change but I think he's aiming for a change in the overall method of politics more. Aiming to reach a point where there's less division and more compromise.

Scotland fared worse than notorious crime hotspots such as Mexico, Colombia and El Salvador. 7:50 - Why does his gun only carry 8 rounds? What 21st century duty weapon only carries 8 rounds? He should have at least 12 rounds. Though 15 would be optimal.

I don't know about this. Two countries that are 3000 miles away from each other are very different. It's an European accent, so this means it's somehow anti gun more than anything.

25:48 Actually, police can shot someone in the back if it is "reasonable" or probable cause to believe that the suspect poses a significant threat of death or serious physical injury to the officer or others. (Tennessee v. Garner). So the issue is if it was "reasonable" for the officer to have shot the fleeing suspect in the back and if that suspect posed a serious threat to officers or others.

British are too soft. And Australia despite being armed with glock 9mm pistols. Need to get in quicker. Armed plainclothes everywhere or let civilians carry. Don't expect them to die waiting.

10:50, this officer is a drone. There is no war on police. The most dangerous time to be a police officer in the US was the early 70s. Where police were actually hunted. Shot, stabbed and even bombed. The media fuels this pro police propaganda while this is the safest time to be a police officer. This officer obviously doesn't know the history of his profession. To add, the Police in California are the highest paid in the US. They average six figure salaries, state paid life insurance and top notch medical. So, no, there isn't a war on police.

mark wall They wouldn’t use those tactics in Oakland, they’d use tactics used by the Royal Ulster Constabulary & the later PSNI. This force is routinely-armed.

the police In the US the madoraty of the police are poorly trained and are not given conflict solution skills, and many become stressed from aggressive people and many are shot without been armed and not just a few times up to 10 round's, also they always choose lethal rather then the taser they all have...

Pointless, take too long to activate in the bloodstream that's why we use tasers. Tasers are also less likely to cause fatal damage.

Ronald Johnson's car was shot at by an unknown person or persons. When the unmarked police officer tried to pull him over, he flead. Why? Only he knows that because they shot him in the back. My logic would be if someone had been shooting at me, and then someone tried to stop and detain me that they were back to finish the job. It costs next to nothing to put a flashing light in your car. He was no threat and was running away.
