I think Ivy's objection was the exact method by which the people were getting slaughtered. Apokolips has a tendency to treat the planets they conquer pretty badly, so odds are the Green would lose all its holdings on this planet. Her plan in season 3 allowed for the Green's expansion with people dying as a consequence.

Sometimes it makes me worried how hundreds of deaths on screen mean nothing on this show :/ I mean i like a lot of what this show does and all, but... it seems like deaths have no weight here, it's like she just... idk... caused a little chaos in a school and everyone started to fight and then she realised that's not good, when in reality a bunch of people have just been brutally murdered and none of that was undone. I think a bit of self-awareness in that regard is lacking in this show, you know? like... they often try to say that despite being a villain or an anti-hero Harley's not an actual bad person inside, but... when you do something like this... carelessly causing brutal deaths of hundreds of innocent people... That really serious, and it seems like it was not addressed how serious this is. I mean sure they can have her do these kinds of things and have her story as a villain but they have to know that this is a horrible thing to do and she can't just be considered a good person after she does something like this :/
