I remember this being sold to the public as paying tolls to get them built, paid off and free afterwards. Just like a car dealer, the salesman can say anything, but what matters is the actual contract. I remember them pushing this in the 70s. A side effect is many homes now flood in heavy rain that didn’t prior to construction of the toll road.

Its not paid off. they collect money and pay salaries and upkeep of the toll roads and they never pay into the what the city owes for the toll road. its literally them paying for example, paying the interest rates instead of the principle owed. The city 100% still owes all of the money cost to built the toll roads.... They've been stealing money from whats left over they pay salaries/wages and upkeep of the roll road instead using the excess money to pay off the amount owed to build the toll roads.

One observation that I have made is the hctra toll roads are in better condition and better maintained than other roadways. I-45 N will flood in the lanes and ramps when the lower feeder roads have not simply because no one clears away dirt and debris. Yet hctra will replace a large portion of concrete that has been damaged by a storm or vehicle accident. Hctra roads are superior in condition and design to the grand parkway. A one way trip on the grand parkway can cost equal to a weeks commute for me on a hctra road.

I actually like the idea of toll roads for high volume paths in and out of major cities. Tolls should initially be higher to pay down debt, then they should drop to cover maintenance with excess money invested to offset maintenance costs. Also, no general tax funds should be spent to maintain toll roads.

Try driving into DC, its a litteral poor vs non poor on the roads there. The prices are so high all the poor people stay on the "free" highway and the toll highway is almost empty. My bill for it was 104$. Samething in NC the major east to west corridor i think the i40 also has a massive toll counter. where does my taxes go? My Dad told me they was supposed to quit charging tolls on the San Luis tool bridge in Galveston once they had it paid off also and whats it been now (it was bullt in 1970) and you still have to pay a toll, interview them!!!
