CIS Executive Director, Tom Switzer interviews John Mearsheimer and Kishore Mahubani to ask Has China Won?
At a time when tensions are running high, CIS Executive Director Tom Switzer asked Has China Won? Our debate between John Mearsheimer and Kishore Mahbubani, two of the world’s leading foreign policy intellectuals. Covid-19 has greatly raised tensions between China and the West. Washington and its allies express outrage at the Communist regime’s opacity concerning the outbreak of the coronavirus. Meanwhile, fears are growing that a pandemic that began in the Chinese city of Wuhan may end by increasing Beijing’s international influence and power.
Kishore Mahbubani is author of Has China Won? The Chinese Challenge to American Primacy (just out, PublicAffairs) A former Singaporean ambassador to the United Nations (twice), he was the founding dean of the Lee Kuan Yew School of Public Policy. He was a guest of CIS in September 2018.
John Mearsheimer is author of The Great Delusion: Liberal Dreams and International Realities (Yale University Press, 2019) and The Tragedy of Great Power Politics (Norton, 2014.) He is professor of Political Science at the University of Chicago. He was a guest of CIS in August 2019.
Tom Switzer, has written for the Wall Street Journal, New York Times, Washington Post, The Spectator, Financial Times, Foreign Affairs, The National Interest, The American Interest and The American Conservative. He has also appeared on CNN, CNBC, Bloomberg, Al Jazeera, Sky News, SBS, Seven, Nine, Ten and ABC radio and television. He hosts Between the Lines on the ABC's Radio National.

The question is not if both USA and China will be allowed to create supremacy but rather it's the other countries that will decide who will win.

yes, and for that China would need to reach venezuela and cuba - help these nations develop nuclear weapons and create problems for china in its own hemisphere. help argentina develop weapons to take back falklands the five eyes need to be taught a lesson.

John is a briiliant student and teacher, but his perspective is clearly skewed; his presumption is that all world powers behave the same way is flawed and incorrect. Take off your American "we are the only superpower" glasses and see 5000 years of Chinese history. China ain't a wannabe America. Kishore has a more balanced perspective..

@martinsaint, give me the figures idiot! The birth rate was around 1.3-1. 5% in the last decade in China! giving birth overseas accounts for only less than 0.001% in the last decade, part of which are for individual family reasons.....!!

Addition, the Western, especially the U.S. & Australia as minion are trying to contains / blocks the raise of China ( naturally ) by and always accustomed to using disgraceful politics and smearing methods to play with almost anything, anyone, anywhere in order to achieve their goals _ regardless of facts, conscience, nature, science, etc. and ultimately. . Just how naive, shameless, farce and nonsense. In short, when a man and girl fall in love with each other, he or she is obsessed by saying most beautiful words with each other .... then gets married. For some reason or a deliberated to force a divorce. Next, one of the conspiracies will make or fabricate the most dirty, nasty or even the most inhuman and immoral things to accuse the other party (maybe a poor victim)! On the other hands, people of the Far East (Chinese) have traditional self-cultivation, received family education at childhood and shame, they have rarely done such a thing to corrupt ( his or her ) themselves reputation, typically their family and clan reputation.**

Because it's much easier to protect Canada than Australia in the eye of America, Hence "Australia is in Asia, not Canada". And it's easier doing business with Asian countries than Americans in the eye of Australia. It's a double-edged sword if you're in Australia. Everyone knew what Kishore was talking about, maybe not you.

@@HKChineseCanadian If Canada fulfils your wish to " move away from America ", which country would accept Canada's vast exports diverted from USA ? Currently Canada also exports substantial crude oil via a pipeline from Alberta to an oil terminal on the US gulf coast. The only buyer of this oil would be China, but that would need a new pipeline from Alberta to Vancouver BC. Such a pipeline approval would be impossible on environmental grounds.

I may be wrong but 8min in, John & Kishore have already demonstrated the key differences between western and eastern thinking. Kishore put this very succinctly - back when China was the absolute dominating force in the world, it had no motivation to control/colonize other regions the way the western nations did. It is simply not the dominating thought in the Chinese mindset to control others unless it feels threatened and do so out of self defense. John on the other hand, "China would be crazy to not dominate Asia the way U.S. has dominated the western hemisphere..." case in point. Please don't project your bias/inclinations onto the eastern mind.

yup. China had enough trouble keeping it together and the lands w/ best lands were within China (before the use of oil, industrial revolution, etc). Anywhere they might go was either rocks, tundra, jungle, desert, etc. John Mearsheimer needs to respond to this point. Although, the Manchu expansion into Tibet could be considered hegemony, don't think they understood control of water sources back then. However, he does have a point (maybe from another vid, get them mixed up now) that intentions don't matter; a hegemon such as the US needs to be wary of capabilities because you never know what kinda nutjob could come in power some day (as happened in Germany a couple times).

Yes, it is surprised to hear that from John, he still have the mindset that China want to conquer or dominate the world like the West. and the example of he mentioned US won over Germany, Nazi, Japan, Soviet Union, all those 4 power is crazy for power. But China isnt going that way, China is totally different kind of competitor that US has never met.

If you are implying Mearsheimer is supporting US hegemony, you need to hear his all other lectures especially on Russia and Ukraine. He is a realist through and through. The Indian origin sellout is exactly that, that's why you may be thinking otherwise.

He think it is not in the ukrainian's interest to alliances with America to provoke Russia. At the same time, he think it is in Australia's, Japan's, and especially Taiwan's interest to provoke China. He is not objective, because he is on the US side.

Kishore speaks with humility whereas John subscribes himself to a flawed view of the international political scene from the American point of view. Let us not forgot that Russian leaders have adamantly opposed NATO enlargement in Europe especially Ukraine and the US role in the Middle East has always expanded now in the South China Sea. John is more on offensive realism which seeks power and influence to achieve security through domination and hegemony. That is why he favours containment.

Unless you understand Chinese culture, " a true friend will not do to others, what you do not want others to do unto you!"...the Belt & Road Initiatives, 140 nations have signed up.. geopolitics has no permanent friends, a friend in need is a friend indeed!.. having the benefits of enjoying the best of 2 worlds, Eastern culture n Western education, most of us should have better ideas and manifest the eco systems to make friends base on mutual understanding, mutual respect and most important mutual expectation to forge a shared win win prosperity for world communities..

Fiat n Swift financial systems. Military industrial complex and Western dominated propaganda machinery/platform and Australia as its mouth piece, Google. FACEBOOK. KZbin CHANNELS... while China has the flexibility of financial capability/capacity to initiate Asian Infrastructure Development Bank, yet the West classify as Debt Trap, mind you China has no choice but to develop its capacity n capability in infra structure to one level above others in terms of technology and cheaper cost to compete, has to show case its Green energy and Regreening the dessert to demonstrate its equitable share of worldly good, most important of all having up lifted 800 million Chinese from abject poverty, mitigated constructively during the 2008 world financial crisis are benevolent contribution to humanity and world property.. albeit the continuous abuse of sustainability by extravagance in living standard by the West unabated... Think rationally about the Western based ignorance and arrogance!

John and Kishore are both realists and great strategic thinkers. Kishore has a clearer view as a 3rd party observer of the US and China competition. US has fallen into the hegemon trap, which resulted in "endless wars". The US can do much better by 1) facilitating technology innovation and excellence, and 2) embarking on a pan-am initiative or hemisphere initiative. Based on immigrant tradition, US can do a lot in the western hemisphere and both North and South Americas.

Australia is providing visas to Hong Kong Chinese who want to retain their human rights. Xi Jinping and his gang have destroyed the 1997 agreement. The Republic of China is still alive and well in Taiwan. It should be restored as the true Sun Yat-Sen founded Government of all of China.

I have lived in Asia for a long long time, and I agree with Kishore Mahbubani more. The way the Chinese conduct their business is vastly different from the Western way, the American way.

The difference in cultures between the US and China is the following metaphor: The US takes an orange, cuts it in half, and uses both sides to juice it until it is dry discarding afterwards. A problematic issue I see with John's argument in this interview is his stance on Taiwan/West relations vs Ukraine/West relations. When discussing Ukraine, John believes the best way to have avoided the current crisis is for Ukraine to have either remained neutral or went pro-Russia since it's neighbors with Russia. However, when discussing Taiwan, he believes it's best for Taiwan to side with the West, despite China being its neighbor. I wonder why the stance is different. I'm guessing it's because John theorizes that Russia would have been OK if Ukraine was just economically friendly with West and not associated with NATO. This is also assuming Russia wouldn't have invaded Ukraine on the basis of the civil war in the east. But what of Taiwan? Would China have been OK with Taiwan if it was only pro-West economically and didn't have a military relationship with the US?

Do you know Sun Tsz's Art of War about defeating enemy without fighting? Look at how Ukraine served as US's pawn in weakening Russia, without US committing much into the war themselves? Then you might understand why US would prefer Taiwan issue to be a loose end.

Mearsheimer is a realist. He sees the world the way it is, not the way we may wish it to be. Staying neutral would have been a viable strategy for Ukraine vis a vis Russia. Finland has done it, same with Sweden. Ukraine was fine staying neutral until 2014. In Taiwan’s case, neutrality is simply not on the table. It’s not a matter of whether Taiwan is aligned with the west or not. Even if it wasn’t, China would want it back. China simply believes Taiwan is theirs. And of course the island holds enormous geostrategic value. Neutrality has never been an option the way it was with the Ukraine.

@@mensrea1251 I agree. I guess after the dissolution of the USSR, Ukraine claimed soverignty and was given it. Taiwan, on the other hand, was founded by an opposition party who engaged in a civil war, and there was no formal ceasefire, and is still considered a part of China. I wish John would have specified these points because I'm sure it will lead to a lot of confusion in future if the US and China ever fight over Taiwan; it is NOT a sovereign state, so therefore it doesn't have the same right to sovereignty as Ukraine did.

He is blunt, he doesnt sugar coat. Australia has been hyping up "China threat" and the recent behaviours by Australian administration are a great concern to Chinese. 1. Solomon Islands hype up. 2. Nuclear Sub deal with US, which has been rebuked by Keating, is not a defence deal. 3. Various fearmongering Chinese PLA army videos played on media. 4. Lack of diplomatic talks. So his blunt response that Australia needs to rethink their diplomatic strategy is a perfect response to the question posed by the interviewer who asked him why is China doing trade ban with Australia.

Realist because he sees China's growth potential to become an economic super power, he also sees India's growth potential. Mearsheimer says China will try to be a regional hegemony, which I think is not easy, because of the very fact that China is near other great power like Russia which it is heavily dependent, and there's India which also has great potential. Additionally, he sees as I see, that China doesnt want conflict. China has another 30-50% of development to do. Entering into a military conflict will stall the international trade, look at Ukrainian conflict. China wants peace, peace promotes trade, and right now China is the world factory, its also building BRI trade routes to facilitate trade. Optimist, knowing the above two points, he is hoping that China would be able to rise peacefully, but the real question is Would US hegemony die peacefully? Like Mearsheimer says US is hell bent on containing China. Right now US is trying to wreck Russia, which is China's "no limit" partner. US is also arming Taiwan, preparing Aus-China conflict, India-China conflict. I would think China's peaceful rise is not possible, because US wouldnt allow it, but Kishore is an optimist and he believes that Chinese administration is capable of tactfully managing US aggressive foreign policy. Footnote: China brokered a peace deal of a decade long conflict between Saudi and Iran. Reports are Russia is close to brokering Syria-Turkey peace deal. Which would essentially mean stability on Northern Middle East.

But, I believe, he is so dazzled by China's exponential rise , that he has overlooked or has not understood CCP'S strategic aims to conquer & dominate the world without firing a shot . As we all know by now, the CCP'S has repeatedly used a devious means to achieve its strategic objective: viz. debt- trap for financial colonisation of weak nations in Africa, Asia, Latin Anerica, etc. What Kishore also seems to ignore is China is regularly using its financial & military firepower to bully etc and dictate terms to weaker nations for trade & infrastructure deals ....these nations, being dependent on China's domination of the global supply chain, often end up surrendering their strategic land or their key infrastructure assets. This is economic & financial colonialism imposed by China by devious backdoor methods. .....If Kishore finds this colonisation of the world by China " without firing a shot" a " rationale " way to avoid US intervention & loss of influence in countries of strategic & security interest to USA, then , certainly , China has avoided a potential conflict with US in the SHORT TERM ONLY. Why does John think they need to become a regional hegemony? His view of things is so tainted by hawkish American biases. China has played its game the same for 30 years. Use their huge labor base to outsource all if America's productive capacity to them, use that to fuel GDP growth, which they then turn around and use to build infrastructure for their own people, thereby raising a generation of incredibly smart people who bolster their enormous tech and engineering sector. Because of that, they now are not reliant on US capital to pursue projects, allowing them to use surplus' they have to give money to other nations disillusioned with America. Now they have built ports, rail, roads, and all this crucial economic infrastructure while America privatized every social security net they had, resulting in a generation of Americans disenfranchised from their own nation, and because of a lack of investment in public education, the people of America are pretty dumb to be honest. Now the board is set as China has many positive relations with foreign countries, as well as the infrastructure and currency to defeat the USA without firing a shot. They need only get more than half the world to switch to their currency, isolate America financially, and squeeze the west with in fighting as western nations decide whether to stay with American dollars and trade routes, or side with China. America put all of its cards into conventional weapons of war EVEN AFTER THEY INVENTED the device that made conventional war impossible between any nation that has it. The US isn't going to lose. They already have and now we are just waiting here to see if they proverbially flip the table and kill us all if they can't have their manifest destiny.

Seems like maybe automation was the plan. And the one child policy was only ever for Han Chinese, all other 50 some ethnic demographics I'm China could have more (including Uighurs) Also, the US literally bullies everyone in a much more aggressive way (see their nearly 800 military bases abroad.) There really is no criticism of China you can make, which the US and western allies haven't committed or have committed fat worse.

You're completely wrong on Mearsheimer. He illustrates, as a realist international relations thinker, what in his view Great Powers have done in the past, continue to do in the present and will do in the future. He considers that all the wars the US has fought, or sponsored in the past 30 years have been bad ideas from a policy standpoint; he does not get into morality, that's not what he's talking about. He's a liberal democrat but believes that the US fighting wars to spread liberal doctrine has been a foolhardy foreign policy strategy, that is ideological, not realist. With all due respect, you cannot be at all familiar with him to consider him to be a "war monger".

Fully agree with Kishore on Eastern way of dealing power. Only one conundrum with his theory: how to explain the behavior of Japan during WW II? Surely Japan was not peaceful internally and tried to conquer to Korean peninsula. However, when the potential power they possess very large, they may change their behavior like Japan back then. In this way, the West especially US has very understandable reason to worry issues may come from Pacific side by project that historical experience.

A lot of Australians have taken note and realize the U.S. has back stabbed us. So we are now little more sceptical of america and no longer trust like we use to. But we still trust china even less. Having that said, our approval of both superpowers has gone down over the years but we are way more distrusting of china than we are with the united states.

People still view America favourably in relation to China, it's just favourable viewpoints decreased steadily for both countries. And on the point of "everyone kicks and puts down America," first off, people still view China unfavourably in relation to America, so China still is dealing with the brunt of poor reputation; secondly, this is the natural consequence of all superpowers: scepticism and poor reputation as an abuser of power as well as an opportunist are natural occurrences for all hegemonic powers; thirdly, as Australians, we should be noting the fact that our trade was essentially taken from us; are you suggesting that we should remain quiet and just accept. "Oh it's free trade, that's what we should expect." We can't do anything against America but at least we should be realistic about international affairs at least for the sake of making decisions as a democracy to garner choices that would serve us, not for other countries. And a lot of people hate America for good reasons. This didn't just occur out of nowhere...

To me, Kishore is the idealist and Mearsheimer is the realist, and finding the ground in between is perhaps the only way conflict between the US and China might be avoided. That being said, if history is anything to go by, realism is the more reliable approach to understanding how events might actually unfold compared to idealism's approach to understanding how one would like events to unfold! Peace and harmony is what everyone wants even as world powers increase their military capabilities and presence in the full knowledge of that most frustrating of human paradoxes put a classical Western way: 'Sic vis pacem para bellum' - if you want peace, prepare for war, or put a traditional Asian way: 'Attack is the secret of defense; defense is the planning of an attack' - Sun Tzu.

I think the argument would have some merit if the PRC wasn't run by the most thuggish dictatorship that blends the worst of radical Left and Right into its politics: the opposition to religious faith and the international imperialistic ambitions of the Communist Left, and the ethnically rooted ultranationalism under a dictator for life of the Fascist Right. I don't oppose China rising, per se: I oppose the influence of what can only be described as the evil Chinese Communist Party from gaining a greater foothold in international politics.

Alan Friesen, that’s exactly it. Hugh White of Australia says it’s not going to work and that the US will eventually withdraw from Asia. I tend to agree with Hugh because the US will not be able to build a containment coalition. The US tried already with TPP and led its partners down the primrose path for a decade only to withdraw at the last minute. So in Vietnam for example, the conservative pro China camp has gained power over the liberal pro America side.

@@richiesd1 Time changes perceptions: the perception in the Obama era was that the USA had gone a bit soft despite its rhetoric. Trump has altered that perspective, although he also did some damage with allies. Essentially, all that Australia needs is time to develop a nuclear deterrent. We have heaps of Uranium, we have good physicists. As long as the US remains firm until we can do so, we could be more self reliant, in defence terms, if it withdraws from the region. That would make it far harder for the CCP to exert military force in our direction, and strengthen our diplomacy.

Philip Crouch, if you read Hugh White, you will see that he’s advocating a go-it-alone way for Australia. That would mean more military spending at great cost. I don’t think nuclear weapons, but a stronger defense for sure. The USA will withdraw so it would be a mistake to do the bidding of America’s geopolitical ambitions. Australia needs to find a way that is neither pro USA or China. That’s actually safer for Australia because Australia is geographically in Asia. I have no doubts Mr. Kishore, a Singaporean Indian being born and bred in multi-culture Singapore that have about 70% Chinese population, understand the Chinese minds better than Mr. Mearsheimer who might have visited Beijing numerous times in his adult years. From what I heard, Mr. Mearsheimer is far from understanding the Chinese. The Chinese believes the Pacific Ocean is big enough for all. China would like to trade with all countries in the world and have safe passages. Unlike USA, they have no interest in hegemonism. After all, they know what is like to be stepped on.

I mean, in VIETNAM? US dropped Agent Orange on them. China never did anything like that.

The key here is the interpretation of 'domination' - I agree with John that China will have its Monroe doctrine regarding SE Asia, or becoming the dominate power in Asia. But does it bring a war in the region? I highly doubt that - if the US can act reasonably in China's view. If US deviates too much from rationality, a war is surely possible. However, I do think this is a very unlikely.

I agree. But I don't think china will get it. Not without a war. You have to remember China GDP is 12.5 trillion annually. And have 1.4 billion people. The US have 19 trillion GDP and only 330 million people. The US is not only 6 trillion annually richer than China. But also have a larger GDP per capita. Meaning they can out match China if it awakens

His basic argument for the Ukrainian conflict is that it broke out because the Ukrainians did not act strategically WITH Russia when they have many opportunities to. In a way, the strategy argument makes sense. Who wouldn't want to align themselves with great powers, even if they're located on the other side of the globe? At the same time, how do you resolve the military issue of countries, because I assume that's what you're referring to be "terrorizing".

I respect both of the speakers with valid points on both sides. If you follow Mearsheimer's earlier works he talks about why leaders lie and one reason is to build a case for war. I wonder how much is fear mongering and threat inflation against China and how this can become a self fulfilling prophecy. Mearsheimer also proposed a solution with Ukraine whereby it remains a buffer between Russia and Europe and abandons any ideas of joining NATO (which would have brought NATO right up to Russia's doorstep). The idea being Putin would feel less threatened by Nato expansion and it could de-escalate both sides, Could the same be said of Taiwan? The more Taiwan talks of independence the more threatened China will feel and the tensions rise. Is it better to maintain status quo and pull back on the independence rhetoric to de-escalate? It's not fair or ideal for the Taiwanese who want independence but realistically it might be better for peace in the region and avoiding a war.

My observation is that we Asians are outnumbered in this debate hosted by a very close alliance of US. Professor John is reaching his decision with a very clear American way of marshalling the world in the Western way. Sadly this debate has not been fair to the Asian side without accepting the repetitive advice that Kishor asking the West to look at the situation from the Asian Point of View. Nobody wants a war even if they think a friendly Giant has grown in their neighbourhood. What's wrong with creating alliances? How do you resolve the issue of military conflict? Why even have strategic alliances if there was no physical conflict? Even if everyone wants love, peace, and prosperity for all, we can't erase history, culture, religion. Do you believe Taiwan wants to side with the US or China? Perhaps they want to be independent, but China around, do you think that's possible? What about Ukraine? John has made it clear that Ukraine SHOULD have sided with Russia. That's clearly not a pro-US side. In fact, he states that the West bears the responsibility for the Ukrainian conflict.

Mearsheimer is too influenced by the Nixon/Kissinger era of foreign policy. Not everyone country operates in the same incentive system as the westerners. What happens when the counterparty doesnt care about « dominance »? There is no need for containment in that world. Mearsheimer is a bitter old man in a wrong era.

Prof. Mearsheimer gets the US part right in their approach but he then applies that to everyone else which is a mistake but at the same time history has shown what most great powers do. I don't think the US will allow China to rise peacefully, it will do what's it already doing by trying to support color revolutions, student led protests etc... that are funded by ngo's like the NED, The National Endowment for Democracy which funds these groups, look at what happened in Myanmar, Hong Kong, Thailand what goes on in any country that's part of the belt and road initiative should be watched closely because the US doesn't want it happening. The Pakistani President just recently said the US tried to pay off Pakistani politicians to try an oust him, remember he wouldn't condemn Russia or sanction them and instead made a gas deal. He says he's got evidence so we'll see.

The only way a kinetic war can be avoided is if China can maintain a credible nuclear deterrence. The Soviet Union was top heavy, she had the nukes but collapsed economically. Right now China is bottom heavy, she has a superior economic base...she must build a military that is commensurate with her economic power. If China wants to rise peacefully, She must have the military power to Allow her to do so, because the West, America in particular cannot, will not, allow a competing power to rise without the threat of war...China must remove that option by making a kinetic conflict Unacceptable.

China's window of opportunity in Xi's life time is the next few years. After that all the headwinds will stall China's growth and militarily America & allies will get stronger. China will get old before it get rich. Xi may feel forced to play the military card. I hope not.

Geopolitics is not for sensitive hearts, RH, the Chinese will try to become a regional hegemony in Asia, that means throwing the Americans out....the USA just ain't gonna let that happen. And besides; Japan, Indonesia, Singapore, Philippines, Vietnam...will move heaven and earth to prevent Chinese Hegemony.
