I like to think of it like how it is with Chopper, he is basically always in Brain Point but switches to other forms for other reasons but mostly battle and maneuvering outside of the Sunny, so whatever Loki's fruit is it could do something similar, give him a smaller form like an animal and switch back when needed.

Like, he's stated that Shiki the character *does* exist and he initially didn't plan for him to have the Float Float fruit but because the movie came out it sort of 'forced' him into it. Its definitely not Scopper. However, its probably also not the burn scar man. We wont see the burn scar man in Elbaph if this silhouette is Shiki or Scopper. The burn scar man, or man marked by flames is Oden. His corpse would have been stolen by Moriah, when Moriah stole Ryuuma and Shuusui. Oden has such an incredibly high willpower that he would never have been under Moriah's control, he woudl effectively be alive again, marked by his oil burn scars. His cell tissue having been carbonized by the oil wouldn't decompose any further. He could very well be aware of the weakness to sunlight, so he would have blacked out all the windows and any gaps that light could leak through in his ship, giving him a pitch black ship. Oden was also very aware of the Road poneglyphs and their importance, so making it his duty to protect one would be very on character. I dont think the Silhouette is the man marked by flames, they seem to be totally different characters. The silhouette is almost 100% sure to be Shiki.

Its not gaban since gaban has a high ponytail and cant properly wear a kasa hat, its also not shiki since he has a steering wheel in his head and also cant wear a kasa hat. I think the only thing luffy wouldn’t share is food. When Loki gets out, him and luffy will take over (in a way that is all good with everyone probably a hidden villain) and rename elbaf under luffy belt setting up a fight with shanks

Okay, I'll be the one to say it... I know everyone wants it to be Scopper Gaban, but the color and shape of his hair doesn't stay consistent or even remotely close-enough to be him. If it's a Roger pirate, it could also be Spencer, Taro, Petermoo, or even Oden, as I've mentioned in the past. Not saying it's not Scopper, but it seems like people are more obsessed with and demanding it being Scopper than literally anyone else. Besides that, there's still no guarantee Scopper will ever even show up. Same with the other Roger Pirates and their ship.
