Well, if you don't sand the hood and just try to spray clear over it; it'll hold for a little bit but eventually fail and start peeling again, If you do sand it, and sand it till it's uniform in it's appearance, i.e. no splotchy white bubbles/areas just dull paint.... Than it'll be a job that lasts.

You want to do a light sanding prior to clear coat just enough to knock off the loose edges of the existing clear coat and to get a smooth surface. Do not go past the base coat if however you do just give it a fresh coat of base and then the clear coat. It will come out great.

How would you check of the lower control arms are good or not?

If your steering is sloppy or you feel rattles/vibrations when driving there's a good chance they need replacing. Another way to check is to jack one side of the vehicle up so that the front wheel is off the ground about 2 to 3 inches. You can stick a 6' or longer 2x4 under the tire, look at the control arm and see if anything is wiggling at the connection points. Also, look for any rotting or cracked rubber on the control arms and check all of your ball-joint connections. Hope this helps my friend.
