I would love an obscure Gwendolyn cameo, like if they're in a really dingy downtrodden city and Johnny just throws in something like "You see a homeless camp, filled with people who've clearly seen better days. There's men with dirty, scraggly beards; the odd urchin child; a slightly out of place woman wearing clothes that were once quite fine, but now are almost dirty beyond recognition - she seems the sort of person who used to be pretty well-off, but probably spent it all on drink because she's PLASTERED. She seems to be muttering something about a 'pesky little twerp' but you can't make out much beyond that. Anyway..."

Why would you assume it's a reference to someone specific? I'm pretty sure they just went with "stereotypical historical European type monarchy" and honestly I don't even think any of this was supposed to be a criticism. I'm pretty sure kings and queens in this kind of context are just typical medieval figures of power that are used as plot divices. Sometimes a king is just a king, you know.
