I use a balding insane detail brush from army painter and a synthetic small layer brush from citadel for most of my painting.

In the case of contrast paints, it's about working fast to avoid tidemarks and pooling and the like. In the case of normal paints, it could be the paint is too thin and in need of another pass/coat, or that the paint is too thick and that its splattin out.
