Hess is much better IMO. The research speed is huge, and by the time Botmans PP reductions are unlocked you should have long already changed your laws and hired advisors etc

You get 15% extra research for most technologies for he rest of the game. You want to min-max it, research technologies you can't use MIOs for the rest of the game. (Say, the two train technologies you need to research super-heavy railway guns for your free Dora.) You'll be swimming in PP anyway. Try playing a game until 42 with Hess. You'll be swimming in PP anyway.

When I play with Hess, I don’t struggle with PP either. All the things you mentioned, like Total Mob, Women in the Workforce, War Bonds are things that I don’t lack PP for when using Hess. I guess what Borman would be useful for is to then actually switch back to another Inner Circle Member once you hired all the advisors with Bormanns Discount.

IMO Hess is just better than Bohrmann. Yes Bohrmann gives more PP/retains more PP, but i think the PP generation of Hess is more than enough. Furthermore you get that huge bonus to funds which i value higher than the slight bit more PP you get from Bohrmann. It allows me to max out Plane MIO and Tank MIOs way faster than going with Bohrmann. Granted if you want to give out alot of medals you might want to stick with bohrmann, but other than that i see Hess as the clear favourite.

I've known Hess gives 0.20 less PP than Bormann since the DLC came out; it says so right on the tooltip. I still consider him the better choice because of the other bonuses he gets over Bormann. You'll be swimming in PP anyway, and by the time Bormann gets his second unlock you'll already have most of the things appointed that he makes cheaper to appoint.

You can have Hess as leader of germany and member of the inner circle at the same time, thats double reaserch speed, and 30% founds for mios

Also remember taht MIOs develop faster so you get MIO buffs earlier… So I think that they are quite even and also different!

I found with Bormann I was a wash in PP by '38, just too much and it's wasted so Hess is interesting

Borman is for four year plan, Hess is for economic grow. Price controls eats your PP so you need much more on historical route. I tested economic route and i didint need that much PP so Hess was enough.

Doesn't Hess already gives you some decent PP bonus as well? I mean, for at least the most needed things to spend with initially. I always get at least one advisor (Schacht) before actually getting Hess or Bormann in the Inner Circle.

I use a lot of the Power sinks as Historical Germany and I just don't see much difference from Bormann's yields. Ideally you're going to want Kesselring, Schacht, War Economy, and maybe Keitel in the first few months of the game to make the most out of the Spanish Civil War, along with the Autarky decisions to push your MEFO Bills into the negatives. At that point, the only super time sensitive Power dump to get is your Chief of Navy and two Espionage Advisors. Everything else can wait until right before starting the war, meaning that even if you beeline to Bormann you're only functionally saving a few hundred Power points after you've already bought most of the Advisors he'd be stacking discounts on in addition to the Power generation. And then you're sitting on a bunch of Power without anything pressing to spend it on unless you start losing the war. I really just think the more bang for your buck comes from Hess because the MIO bonuses stay relevant the whole game while by 1938 you're likely not going to run low on Power for what you actually use it for.

It's a viable strat, I just get click happy with all those PP buys. Don't forget you need to pick up Halder, Funk, Total Mob and Women in the workforce when war starts. Maybe switch to Gorring as well.

I have tried both, I think Hess is much better personally. Bormann's PP isn't that huge of a deal since Germany is swimming in it.

Are we not gonna mention over the 15% MIO funds gain hess gives you? I level up tank and plain MIOs to level 6 and at around 1939 I apply ruthless capitalist for an extra 10% research fund, total 25% fund by 1939 If I really care to midmax with research. I don't really struggle with PP as germany in my games but thats because I like 5 year plan and I don't need to spend pp on trade laws or worry about women in the workforce with special economy law germany gets.
