She has almost no idea what she is talking about. Punctuated Equilibrium was presented as a counter, almost a joke, about how evolution could not account for the stops or "stasis" in the fossil records. It also made the claim that the only "fast" speciation was made in small, isolated groups of species. And that we have never observed in the fossil record, or otherwise, the creation of new phyla by evolution.
