Hiei is immune to both Fire & Ice as his father was a Fire Demon and his mother was an Ice Demon, so he has those immunities simply as a consequence of his genetics, and Yukina very likely has the same immunities as she's his sister. Zeru had zero chance of defeating Hiei here, since with Hiei's immunity to Fire, Zeru's only chance of winning was to use physical attacks. And I think we all know that Zeru would never be able to keep up with Hiei's speed well enough to actually land any physical hits on him while simultaneously avoiding his counterattacks.
