Trooper's Narrative:
On 9-20-2023 at approximately 23:07 hrs, I, Trooper Lucas, was traveling westbound on Interstate 440 in the area of mile
marker #2. I was traveling in the #2 lane when two vehicles that were racing at an extremely high rate of speed passed me in
the #3 lane. I activated my emergency lights and siren and attempted to catch up to the suspect vehicles. I estimated the
vehicles speed to be at approximately 150 miles per hour. I observed the lead vehicle take the Interstate 30 eastbound exit
from Interstate 440 west. The tail vehicle was a white dodge challenger that continued Interstate 30 westbound from Interstate
440 west.
I advised dispatch that I was attempting to catch up to the vehicle and that its speed was approximately 150 miles per hour.
Another State Trooper was in the area of mile marker #137 westbound and observed that he had eyes on the vehicle as it was
approaching the 65th Street exit. That is when pursuit was called on the vehicle and I was the primary unit. I was traveling at
speeds of 150 miles per hour and the vehicle was pulled away from me and was traveling at approximately 160 miles per hour.
The suspect vehicle was passing vehicles on the shoulder and was weaving in and out of traffic at those speeds. I continued to
pursue the vehicle on Interstate 30 westbound all the way to exit #128.
The vehicle took the exit and almost lost control but was able to regain control and continue onto Interstate 430 northbound. I
observed the vehicle driving on the right shoulder and it side swiped another vehicle attempting to get back onto the roadway.
As soon as the vehicle passed the traffic and the roadway was clear, I used the right front corner of my patrol vehicle to make contact with the suspect vehicle’s left rear corner to performed a Tactical Vehicle Intervention (T.V.I.). The vehicle spun
counterclockwise to the left across both northbound lanes of Interstate 430. The vehicle made contact with the median cable
barrier and came to rest. I turned around and observed the driver exit the vehicle and lay down in the middle of the roadway.
Another Trooper placed the driver, later identified as Dmitri Barton, into handcuffs. I exited my patrol vehicle and ordered the
passenger, later identified as Amparo Lopezgomez, out of the vehicle at gun point and placed her in handcuffs.
Once the vehicle was cleared, I advised dispatch that all subjects were in custody and to send the next wrecker on rotation. An
ambulance was called for the passenger due to her complaining of shoulder pain. The passenger had stated that she advised
the driver to stop but he would not stop the vehicle. I took possession of the driver and transported him to Baptist Hospital in
Little Rock to be medically evaluated. Once the hospital medically cleared the driver, he was transported to the Pulaski County
Detention Center to be processed. A vehicle crash report (202317778ASP) was complete for the vehicle that was sideswiped
by the suspect vehicle.
