VHS tapes don't have a file format. If it were recorded onto a PC though, it would probably be mp4.

I usually burn mp4 files onto a dvd-rom, put the dvd-rom in a dvd player, connect the dvd player to a VCR, play the dvd-rom, and hit the record button on the VCR. In order to stop the recording, hit the stop button. Keep in mind that not all VHS tapes can be recorded on.
