18:50 I wonder if this kind of thing would also work if you forbade all infantry equipment in the division designer for the garrison (or only allow foreign that you have like 100 of)

It might work that way, which would let you stockpile infantry equipment with a false appearance of having insufficient infantry equipment for garrisons. I don’t think I would do this because, once my infantry equipment needs are met, I want excess infantry equipment to go to garrisons to slowly improve the effective compliance growth.
