Yes, oem is a phillips, if yours isn’t it has been tampered with.

Mine, when it's activated and I'm going up a hill, it disarms. Do you have any idea what it could be?

Most likely the on-board computer turning the cruise off. While going uphill, the cruise control will be adding throttle to maintain the speed you have set & when it gets near wide open will disengage
