Having worked in government the whole FOI process is broken. Unless you know specifically what you want or who has access to the information you'll get stonewalled by the FOI officers and departmental lawyers.

I am someone who has tried to use the FOI process multiple times, unless you are completely specific about what information you request, the request is denied, if what you request overlaps and draws in other information, the bureaucracy will deny the rubber stamp or grant with redactions of absolutely everything. FOI is a shit fight cluster fuck.

The issue as well is that a lot of information systems aren't set up for answering complex queries so it can be really difficult to actually find information that relates to the query you ask unless you are actually asking for underlying data (eg "I want all documents relating to X" rather than "does X mean y").

It's crazy; the man brought a drill, and took a lot of land (we are haveing a housing crisis ) for one tunnel because the cars were too slow. The bus works pretty well, and the tram is on that road. We're having a ramping crisis because of a lack of urgent care, and all our injured and criminals end up in the same place. Our main hospital is way too small for all that. There was a chance to fix this, but instead, they built a five-story car park.
