In the book, the bugs are stand-ins for Communists. Specifically, a species in which communism is not only compatible, but perfectly optimal for. Of course, the natural consequence is that their way of life is incompatible with humans. There’s no real jingoism on that front, just two powerful species and a finite number of planets and resources.
