The state-citizen relationship is one in which the citizen gives up some of his liberty in exchange for safety and convenience (blackstone). Financial welfare programs are a form of safety and convenience, thus financial welfare is well-within the scope of things a state can offer to its citizens in exchange for allegiance. So, in a democracy, if that’s what the people desire, it’s what they should receive.
