I’m a horror specialist and it’s always been annoying as hell when people use this in regards to horror as a genre. Horror as a genre is meant to be about scary stories, mostly in scary theme, and not just evoking the specific emotion of horror. Ultimately, horror as a genre represents all kinds of horror, fear and thrill which is why you don’t get any “terror movies” because terror movies would still be horror movies. I've heard that fear is when there is a direct threat that you are aware of. E.g. dude with weapon. Horror is something that implies the presence of a threat. E.g. gore/spooky place.
