Rhaenyra sent Lucerys as a messenger. Messegers are not to be harmed and protected by law to be granted save passage. That's why they let Otto Hightower live when he came to Rhaenyra at the end of the last season. He was sent as a messanger. Otto left with his life, Lucerys didn't. Aemond violated that law along with also killing his own kin. He basically jumpstarted a war with that violation, which Rhaenyra and everyone else certainly didn't expect him to do so foolishly. Now granted Aemond lost control over Vhagar which is why Lucerys was killed so he most likely didn't actually intend to kill him but in the end, that is irrelevant. Lucerys is dead.
