Puppy's learn and interact with their mouths.
They rehearse social behaviour, predatory and defensive behaviour through playing with their mouths.
During these play bouts, a puppy can withstand a lot more rough and tumble than you would think - When the play becomes too rough, a puppy play partner gives out a high pitched 'yelp' and ceases play. If the puppy is playing with a more mature dog, then the dog might snap, growl/grumble, or give a threatening bark towards the puppy, coming very close without actually making contact.
It's a joy to watch.
