I don't think they are born the traditional way, knowing Toriyama, he always tried to avoid these kinds of things, romance and sex references (if not in a comedic way) were always out of question, every race he created outside of humans and saiyans, have other reproductive ways, so I think angels are the same, I don't think the Grand Priest creates them out of thin air either I think they born in a similar way that the Kaijin do.

I think they were all mortals once who lived honorable lives and gained tremendous power on their own. That's why I think Whis has been helping Goku this whole time. He sees the potential in him as an angel. Eventually Whis will offer Goku to train with the Grand Priest to become an angel and once he completes that training he will get blue skin and white hair and he will become an angel who will be the attendant for a new god of destruction Vegeta. That's how the series should end.
