Cawl had a lot of time and resources that allowed him to create new weapons and soldiers that were needed for the continue survival of the Imperium, and heretical as some of his doings are it far better than the entire damnation of mankind.

There’s only two things that will save the Imperium Of Man right now, and that is above-FTL realspace drives, and an engine that can power them for long enough. The Imperium has enough weapons and warriors. It just needs a real means to deliver them to where they are needed.

During the War of the Beast, when the Orks had those moons, they utilized a form of FTL travel that was different than the Warp. The Mechanicus dubbed it 'Subspace' (If you are aware of it. I apologize. If you were not, I ask you that you look it up. It is rather interesting!) however there was always a tell when the moons would arrive. I believe at the time the Mechanicus either got their hands on some of that technology (Which honestly, I think is on or near-par with Krork tech) and potentially try to fix such a system to Mars. I don't think they succeeded or got the bits of technology for it that could set them on the path to making the Imperial equivalent. I haven't read up on this in a while, unfortunately. And am running on just what I can recall. But yeah. What the Beast had shows that there are other methods of FTL. So it is possible. And to be fair, if anyone in the Imperium has a chance to make something like it. It'd be Cawl. But I'd imagine the Navis Nobilite would throw a fit just like they did with Dark Glass since it was a threat to their monopoly on Warp travel.

Tau, Necron have other modes of FTL. But that's heresy. Tau vehicles do not dive so deeply into warp and Necron do another thing entirely. Problem is communication and navigation.

I think Cawl's approach may be whats needed to save the Imperium, but the biggest danger is him becoming too arrogant and eventually turning traitor.
