You're right. A very easy thing to do would be terminaning all subsidies to their communities, a much more conving way of showing that being part of a state comes with duties and not only rights. After that they'll probably reconsider their lack of willingness to cooperate.

What we have to remind everyone is that freedom to worship the God of your choice does not mean that you make up the rules for how to live in society.
