Question for anyone that knows the answer. In order to write a smart contract, does the contract writer need to know how to code? and what programming language is used?

Not quite sure about the 1st question but the 2nd question is depend on your blockchain in Cardano you use Haskell, in ETH you can use Solidity etc etc

Current US regulatory frame work was created in the 1930's for the 20th century. We are now in the year 2021; the future is upon us. A new regulatory frame work must be created to fit within the new technology space and must be build with Ethereum in mind. Ethereum is the only blockchain mature enough; with enough intellectual capital to make this a reality for the benefit of all people.
