He also tortured Vegeta before Goku arrived, and in both DBZ DBS, he tortured Gohan, and he is also responsible for killing his own soldiers on numerous occasions. In the TOP, Frieza actively tortures the combatants, including Toppo, the yardratian from universe two, the flying one from 9, manipulates the HFIL out of Frost, etc. And to top it all off, his personal hell is literally flowers and butterflies with a parade of fairies and stuffed animals 😂

Frieza is pure evil. He's just pragmatic evil. He's smart enough to know when there are better ways to handle things than killing or torturing people. He's a Lord after all and wants to cultivate loyalty and cooperation.

Oh yeah, good point he did want to destroy all life in the universe. Although I suppose Bobidy and Moro were also doing pretty much the same thing. Then of course there's villains like Garlic jnr, Turles, King Piccolo and possibly others who basically wanted to take over the earth and corrupt it. So yeah, there really is some tough competition when you think about it.
