The CM didn't say you can't get 2k bullet, he said you should try to do it in rapid instead. Because bullet is brainrot and doesn't improve your chess skills, just flagging and making random moves until your opponent runs out of time

Everyone's arguing about whether or not bullet is real chess but nobody's arguing that 1 min with no increment and 2 min with 1 sec increment shouldn't count as the same thing. Why are both of those time controls called bullet? One is over twice the amount of time and prevents flagging, it's absurd to give them an identical classification.
