Something really strange about this format is that like. They apparently balanced the levels, but Urshifu was level 71 compared to mewtwo which was 65, while Maushold was at 75. Unironically I think Urshifu is a stronger mon than mewtwo, or at the very least comparable

I think it’s based on rankings in the main tiering system maybe? So if Mewtwo is ranked, say, A tier in Ubers and Urshifu is ranked B tier in Ubers, Mewtwo is higher. At least I think that’s how they do it in randbats

@@mello-by maybe, I know it was at least ranked by tiers in random battles but never knew if it used viability rankings or not. Maybe im too used to VGC to imagine Mewtwo as better than Urshifu idk

It's because they level balance through winrates - if the winrate is too high they lower the level and if its too low they make the level higher
