This scene was heavily inspired by 2d and 2.5D aesthetics, the style of Ghibli, ian hubert, and Marco Bucci. Tryin to develop my own style in 2.5D Blender NPR.
Grease pencil is an extremely exciting and interesting tool.
Quick concept art sort of thing for an Indian Golgappa / panipuri stand.

Well, Short answer is No, long answer : If you got mac, you can use it through sidecar, but it's not worth it.

How did you fill the colors ? Did you extruded vertices or used mesh

For the character, it’s all Grease pencil (color layers). As for the Cart, I used a mesh plane and aligned the vertices of the mesh to that of the GP strokes. Does that make sense?

How are you doing that? My lines never ever ever line up with the other grease lines in perspective!!! They fly off into space with absolutely no direction

I'm working on a GP tut series which will cover this in depth.... But as a quick tip, try playing with the 3D cursor

Can you import brushes into grease pencil?

Yes, you can! In a nutshell, if you go to the materials tab for your brush, and under stroke, set the style to texture, and import your custom texture. (Make sure to duplicate the default brush to keep it safe) ✌🏻

It's called Blenderkit online asset library. The free version has plenty to play with
