The better choice is what Israel already did.. desalinate Mediterranean water and fill the sea of Galilee.. then open the the dam, and let it flow into the Jordan river, eventually bringing more fresh water into the dead sea.

Meaning salt water has a net flow into the Mediterranean from the straight of Gibraltar, more flows in than leaves. That's why it's saltier than the oceans. The Mediterranean has no drainage either. The dead sea would be less salty than it is now. It would take a really long time for the water to be as salty as it is now even if we only allowed water to flow in without a out flowing current to equalize it.
