You can't be an Emperor with strength, you become an Emperor with Land under your control. An Emperor is someone who rules over land that has Kings/Queens ruling under him directly. Exactly what is happening with Luffy. Luffy has many countries under his debt: Excluding East Blue, 1. Arabasta Kingdom 2. Drum Island 3. Sky Island 4. Water 7. 5. Amazon Lilly 6. Fishman Island (Directly under his protection permanently) 7. Dressrosa 8. Zou 9. Wano (Luffy will definetly do something to help them from Kaido) 10. King of Prodence (King Punch). These are all countries with Kings and Queens An Army of 5000 Directly under his command excluding those Kingdoms. By definition: Luffy is an Emperor, has been for a while too. *Monkey D. Even so, Luffy fought back to back in whole cake arc meanwhile Katakuri doesn't really fight anyone prior to the Katakuri vs Luffy fight. Does it make it unfair? Technically yes, but Luffy said it himself that there's no such thing as fairness between pirate fights. The fact that Luffy got so far to reach Katakuri in the first place is amazing and be able to fight on the same ground as Katakuri was what make Katakuri admires Luffy as a worthy fighter. His endurance + his influence is what makes Luffy capable of becoming the next Yonkou.

Luffy is declared to be a direct enemy to the world goverment. He is: - The destructor of Enis Lobby - The liberator of Impel Down - The man who almost lead to the defeat of the Navy at Marineford - The attacker of celestrial dragons - The dethroner of kings - The son of Dragon - Leader of fleet of over 5000 pirates And all of that added up to just 500.000.000... This is the issue with using bounty as a scale of power-level to some degree. I'm always so impressed with your breakdowns. I also want to point out that Big News Morgan is technically right. Although Luffy didn't directly command the Fire Tanks and Germa, his ability (that has rubbed off onto his crew as well) to change enemies and random people into allys is what made them all help him and his crew do these amazing feats. Even Pedro could see it and paid a high price to make sure Luffy and the Staw Hats succeeded. The fact is, you become Emperor and then King when you are recognized then followed by the people. In Luffy's case he's unbeatable because he can beat you into submission with his fists, tickle you into submission with his laughter, or charm you into submission with his charisma and fighting spirit. Sometimes he does all 3. In the end, even Luffy's enemies bow down and follow him with a smile. Katakuri

I think speed also had to do with the credibility. If we follow the meticulous fan-made timelines, you can reasonably argue that all of the post-timeskip events have occured in 4-6 weeks at most. This means after a 2-year absence, Luffy burst back onto the sea, claimed Fishman Island as his turf, defeated one of the most powerful warlords, liberated Dressrosa, invaded Totto with a skeleton crew, defeated two of the sweet generals, and made it out alive. His bounty Rose from 400 million to 1.5 billion within a month. If I were a random citizen of the World Government, I'd consider Luffy an emperor without a doubt.

To the idea of people only knowing Luffy via the tales about him. During the Wild West era of U.S. history, tales were spread all over about events and individuals that seemed impossible but spun people into legends. Pecos Bill lassoing a twister, Davie Crockett shooting a target so accurately in the bullseye that there was only one hole in the target with the rounds stacked like peas in a pod, and the height and strength of Paul Bunyan. The stories spread all over the U.S. and became grafted into people's minds and dreams. Now take that concept and toss it into the One Piece world. Here's a guy that stood up to so many high ranking members of the Navy and lived to tell the tale. Went to their main bases and walked away seemingly untouched. Defeated multiple tyrants and warlords. Is recognized by numerous crews of pirates as their leader. From the standpoint of a random passerby, Luffy has emerged into a level of mythos in the minds of average citizens that very few even realize. Obviously this is going to aid in the push ^_^

Having a title of the "5th emperor" doesnt really mean that he has an equal foothing with the 4 emperors, he was just given that title because he is the one closest to becoming one, out of the four of them, and through the whole series the yonkos and their crew was showned to be invincible in the looks of other pirate, oda even set a standard on how strong can a yonko fleet can be, the biggest example is the WB pirates who are strong enough to alarm the whole marine fleet plus the warlords in their own turf, we know that they dont sucseed but still they make a very big casualty againts the fleet that suppose to be the keeper of peace on the whole world. Forget everything that happened in Dressrosa, forget how strong luffy is now in the manga, forget the extended allies he has (Happo navy, 5000 men, tontons, fishmen island, probably alabasta, and the sun pirates). Forget even his crew, who are all immensely powerful, especially zoro (read the manga). The fact that he has Poseidon (Shirahoshi) who is one of the three ancient weapons, and Franky is the only man still alive (that we know of) that can build Pluton, the second of the three ancient weapons. Luffy has two ancient weapons in his arsenal, two out of three that caused the entire world to plunge into war lead by 20 kingdoms to destroy the ancient kingdom due to their immense power. IDGAF if all four yonkous combine, if a bunch of sea kings raise the seas against you, and your devil fruit powers, you're deadweight, you're dead. He's the weakest out of all the emperors by far, but he did defeat Big Mom's right hand man (Katakuri), so if you assume that all the right hand men of the emperors are similar in power, then no one in any of the Emperors' crews can defeat Luffy except for the Emperor themself. Therefore you can argue that Luffy is technically actually strong enough to be an Emperor (although I recognize strength isn't all that it takes to be an Emperor as shown in this video).

I actually love Blackbeard’s choice of words, here. He doesn’t say Luffy doesn’t deserve it, that he’s not strong enough, or that he will never be on his level. Even Teech (who is NOT biased in Luffy’s favor like Shanks) knows that Luffy has the potential to reach Emperor status and WILL do it. Teech has had multiple encounters with Luffy where he has had significant discussion with him, has seen his abilities, and has seen his upward mobility. Teech and Luffy were on similar upward trajectories when they met on Jaya. Teech knows that he enacted a master plan to artificially speed up his upward trajectory (by stealing Whitebeard’s fruit and taking already high level crewmates from Impel Down), which adjusted his rise to emperor quicker. Luffy and his crew had to grow their power more organically, through 2 years of training. Teech respects the Straw Hats’ growth (physical, territory, crew/fleet expansion) and even believes that he will possibly catch him if he isn’t stopped. I think Teech is heavily qualified to know what it takes to become an Emperor and knows Luffy has what it takes (even if he believes the title was granted a tad too early, because part of being an Emperor is defending your title, which is what I believe Teech thinks Luffy will have a harder time doing).

The other thing I think people often forget is that if you just look at WCI as Straw Hats vs Big Mom Pirates and tally up what was lost, it comes out to this: Big Mom Pirates: Whole Cake Chateau Robbed chance of taking Germa’s tech Lost Sanji to Luffy Cracker and Katakuri Defeated Ponoglyph Copy Stolen Multiple islands and the mirror world suffered catastrophic damage Lost the Sun Pirates as Subordinates, with Jinbei going directly to Luffy Lost the Firetank Pirates as subordinates Damage to her reputation thanks to Morgans. Straw Hat Pirates: An ally (Pedro) was killed Damage to the ship Luffy suffered some physical damage which can be healed. As far as who lost what, Luffy came out on top. And he did the front half without EITHER Zorro or Sanji and did the back half with Sanji TECHNICALLY helping Big Mom Pirates out. Luffy had less than half of his own crew. While we know Luffy can’t 1v1 Big Mom as of the WCI arc, he really did win the battle because he came away with far more than he lost, and Big Mom didn’t really win anything besides some cake.

Another thing is that Luffy does have territory and allies. The countries he's saved are basically his territory then if not, his allies. The fishman island is his first declared territory but I have a feeling later in the series or maybe even during the reverie arc the countries that the government turned their backs on e.g alabasta, water park 7, dressrosa and more are gonna declare themselves as territory of the straw hat pirate

Not to mention his seemingly supernatural ability to make powerful allies and sway massive groups of enemies into working together or working alongside him. That makes him a bigger threat than almost anyone, because it makes him extremely unpredictable and makes the Marines/WG question themselves. What makes Luffy absolutely terrifying to the World Gov is that he punched a Celestial Dragon in the face, Declared war on the World Gov, and stormed a massive prison… he usually does these things alone or with a few friends, but then it spirals out of control and he winds up turning Marines and Pirates alike to his side! It’s not just that he brazenly walked in the front door of Ennies Lobby or attacked Marineford… but he somehow got powerful marines to betray the WG and assist him in both occasions, he got enemy pirate crews to work together and help him and left these symbols of Marine/WG power and authority in ruins when he was done. Then he just casually comes back to whatever is left of Marineford and walks in the front door again to ring a bell and leave just as casually. All of this, and he’s still essentially a kid! He’s accomplished more in his short term as a pirate than many of the biggest crews will ever accomplish in their lifetimes combined. Think about how a literal child has overthrown multiple kingdoms by simply walking right in, causing massive damage, recruiting allies, fomenting revolution and then destroying the heads of state… one of which was a celestial dragon! Yeah, the kid has physically attacked two separate celestial dragons and walked away from both incidents without punishment. Dressrossa is essentially a small scale example of the worst fear of the world government. A kid walked in, beat some ass, threw a celestial dragon off his throne and gave the power back to the people and their chosen leader. Dragon needs a whole ass revolutionary army to achieve that same goal. Anyone who can’t recognize how dangerous Luffy is to the WG just isn’t paying attention. Even as just a symbol, as an inspiration for the masses that a pirate.. a KID.. a small time little dork in a straw hat can destabilize the WG in such a massive way, steadily growing in influence like a snowball. He claims to become the king of the pirates and people laugh, it he has basically done every single thing he’s ever said. He doesn’t make threats, he makes promises and the WG is absolutely terrified that he will aim that willpower and magnetic charm in their direction and bring his particular flavor of chaos to their front door. Luffy is the rare blend of people who announce themselves, give you time to prepare and then still just kick in the front door and take the most direct path to his goal. He doesn’t lie or scheme… he doesn’t try to negotiate and he cannot be bought or scared away. Even if you somehow beat him, you still lose because by the time you take him down Mariejois would be a pile of rubble, an army of pirates have already ransacked everything, eaten your food and stolen your valuables, and you’ve just angered a handful of the most powerful people in the world who will absolutely come to avenge/save him. You’d have his crew, his grand fleet, probably the revolutionary army, Rayleigh, and the combined forces of multiple whole ass nations storming the red line to rescue him. The cost to the marines and WG would be absolutely incalculable if Luffy decided to start an all out war and it would basically turn into Marineford on a massive global scale. You’d have pirate crews, warlords and even Yonko taking his side just as an opportunity as war breaks out. It would become a civil world war between the world government and basically everyone else. Everyone hates the CD/WG and they know it. Luffy could be the spark to set off the powder keg and throw the world into chaos… and he would do it for some seemingly “stupid reason” like avenging the suffering of his friends who were slaves and victims of the space nerds. Because he’s Monkey D Luffy and he will be king of the pirates and no one will stop him… not even a bunch of space lizard astronauts jerks!

Just being feared by Joe Pandaman doesn't mean much. The Emperors don't consider him on their level yet, and that's what really matters... especially to Luffy himself. The Emperors respect each others capability... and Luffy simply hasn't earned that respect yet. Luffy knows he can't even fight on their level yet... he doesn't have the advanced haki needed to damage them. But he's working on that at every opportunity. He'll be able to make the Yonko respect him soon. He's never going to consider himself an Emperor anyways... that's not something he wants. But I'll accept him as reaching Emperor once he earns that respect.

Been saying this for years, the title "Yonko" has no inherent meaning in terms of power-levels as it's not a formal rank like Admiral or the 7 Warlords, or even based on acknowledgement of the existing members (you think Whitebeard really saw those other punks as equals?) it's based entirely on global presence and infamy. Another interesting point I've found is people sleeping on Big Mom, claiming she's weak compared to the other Yonko or something. You really think if Kaido or Blackbeard thought they could just swat her aside and take her territory/powers easily that they wouldnt have done so already? Any Yonko not up to mustard would not be a Yonko for long, any territory they hold would be taken by the other Yonko very quickly, and we know Big Mom's been around for a long time. Being declared Yonko is something for the masses to decide, whether or not someone lasts once that declaration has happened depends more on the real power of that person. Because of that, you might say that "Yonko-level" is the only classification with any degree of consistency for someone who's held that title for a long time, by definition it means you're strong enough to hold territory from the other Yonko, whereas Admirals/Warlords are merely ranks and can vary hugely in power.

I personally think to be called an "Emperor" they have to have certain requirements like having a fleet, taking on the World Government and having their own territories. I don't know if Luffy officially has territories, but I wouldn't be surprised if the places he's gone have started flying his flag. He outright took Fishman Island from Big Mom saying he'll claim it as his own. The cremates homes may fly the Strawhat Jolly Roger, Skypia might as well as others.

Here's a pretty good summary: Within the first few weeks of becoming a pirate luffy managed to defeat the most wanted pirates in his sea with only a crew of 4, acquiring a 30M Bertie bounty and the most wanted pirates in the east blue, he quickly acquired a 100M berry bounty after defeating a warlord and liberating a country, he then went on to defeat a god, the greatest assassins in the world, invaded the 3 major facilities of the world government, acquired arguably the greatest ship in the sea, was trained by the pirate kings right hand, defeated 3 war lords, (one of which was the world biggest underworld broker) allied with 6, invaded a yonko territory LITERALLY FACED A YONKOS ARMY BY HIMSELF AFTER BEING WOUNDED AND TIRED, defeated 2 of said YONKOS commanders, and that's all before leading another invasion of another yonko leading to the defeat of 2 of them. One he defeats personally.
