Madara, Obito and Sasuke do too... Madara has used Chibaku Tensei, Preta Path, Tengai Shinsei and Limbo: Border Jail on various occasions and all of them were useful, or downright fight-enders. Obito used the Six Paths of Pain with the Jinchuuriki and conjured chakra chains with the Gedo Statue. Of course Sasuke used the Deva Path on several occasions, Chibaku Tensei to capture all the Tailed Beasts at once and almost seal Momoshiki, and Amenotejikara to trick many, many opponents.

Amber Knight Lol watch sasuke in boruto manga. It's like he forgot a lot of the powers. I am not saying they haven't displayed the powers before. I am complaining that they use the powers once or twice and they never use them again in situations where it would help a lot. Pain is the only character to effectively use the powers as they are basically his only powers. For sasuke, obito and madara they are like high levelled rpg characters with so many abilities that they forget to use their best abilities.

Yeah, Nagato kinda grew up with them, so he fully understood all of his abilities, Sasuke and Madara know the abilities they immediately thought were cool, and I guess you could say Obito watched over Pain, so he knew all the jutsu, he just didn’t have the chakra to use it, and even Sasuke doesn’t have the chakra to sustain use of it. Ofc that’s kinda dumb since one of the rinnegan abilities is to LITERALLY ABSORB CHAKRA, and literally this one ability is probably almost as important as freaking chibaku tensei, but overall Madara’s decision to give Nagato the a rinnegan was perfect.

At least there were ways to exploit Pain. Like SwagKage said, a huge part of Pain's arsenal is the fact that people didn't have intel on him. So yeah he's super powerful, making him one of the strongest ninja in the world at the time, but he's limited by things like each path only having on power, the linked eyesight can be blocked by just literally shielding someone's eyes, there are the 5 second intervals between the Diva path's attacks, etc etc. Meanwhile characters like Madara have absolutely zero weakness and just regenerate no matter what you do. So I think Pain is very well power-scaled "end-boss" that fits into the world of Naruto. Meanwhile Madara is much more of a DragonBall Z villain :/

Not only was pain exhausted but it's also noteworthy to mention that from the moment he arrived on konoha he was nowhere near his full power considering how far he away he was from his actual body which has been shown to affect the potency of his abilities for example we know that he chose the highest tower in the rain village to reside because that gave his chakra rods the best signal possible and we also know that when he wanted to used the chibaku tensai against six tailed cloak Naruto he needed to retreat and bring tendo closer to him so from that we can infer that all of the paths were probably not fighting to the best of their ability during their attack against the leaf and it seems like nagato still had a considerable amount of chakra left over since after all of that he was still able to use the rinne rebirth to bring back everyone he recently killed in the village which looked to be at least a few hundred people and tbh NOBODY else has ever used the rinne rebirth to that extent nevermind after such an intense battle I definitely think nagato is more powerful than he gets credit for

He is regarded as the profesor who had mastery over every jutsu learned in Konoha. So why didn't he used his sage mode against Juubito? He was able make 5 shadow clones and to make them all use large nature attacks, than why didn't he used that energy to enter in sage mode? The man as a reanimation also had no health problems anymore, so his age didn't matter anymore, since the age is conditioned by the health. So why? In terms of Jiraya (with intel) vs Pain. I think the point Pain meant when he said Jiraya would "win" is he would have just gone straight for Nagato and ignored the paths of Pain as in this situation, they did not need to be dealt with before going after Nagato. Jiraya is a pretty smart fighter in reality so if he knew that Nagato was using bodies as puppets with crazy abilities, he would 100% play the stealth game, find Nagato AND pre-charge his sage mode to get in and take out Nagato. That said, I do find it hard to believe he could have steathed his way all the way to Nagato without being detected.

People don't realise what type of a monster Pain was. They be like Pain actually lost to Naruto, or rather Pain is weaker than Sage Naruto. I think we can all agree that Naruto mastering Sage Mode was an exceptional moment in character development as well as power growth. He was able to throw an approximately 13.2 metric ton rhino into the atmosphere: He was also capable of defeating the five lesser Paths of Pains with single hits, excluding the use of the Naraka Path’s King of Hell: His Frog Kata was a very neat form of taijutsu that held a lot of potential and shocked many of us upon usage. Despite all of this, Sage Mode Naruto was nowhere near Pain’s level. Allow me to explain. First we need to acknowledge that Pain never fought Naruto 1 versus 1. Pain fought the entire Leaf Village simultaneously excluding Team Guy and Naruto. He had his Paths of Pains scatter throughout the village, all far away from each other (more on that later), targeting different areas searching for Naruto, the Kyūbi jinchuriki. Tendō eventually fights Kakashi, Choji, and Choji’s dad, where they figure out Tendō’s Deva Path cool-down. Despite this, they get outmatched and Kakashi ends up dead. At one point, Pain realizes that Naruto is not in Konoha. So, what does he do? He floats up high in the air, and uses Shinra Tensei (Almighty Push). In an instant, Konohagakure is leveled. Sakura casts Call-for-Naruto-no-Jutsu and Naruto appears in the wasteland once known as the Hidden Leaf Village, appearing to have mastered Sage Mode. At this point, Pain had just exhausted much of his chakra reserves. Not only did he scatter his other Paths of Pains to various regions of the village, he leveled it with a technique that is normally not used for destruction, but rather for offensive-defense. When Naruto first starts fighting him, Tsunade gives Katsuyu to Naruto, so that she can feed him all of the information he needs regarding Pain’s abilities. So, not only is Pain lower on chakra reserves from leveling Konoha, he is now facing an enemy who has mastered Sage Mode and has major intel. That’s two advantages that Naruto has over Pain and the fight hasn’t even begun. Next, we learn that not only is Pain lower on reserves, he is now unable to use Tendō for the first half of the fight because Shinra Tensei’s cool-down is increased the larger the scale it is used on, so that’s three advantages Naruto has over Pain. Following this, we learn that Tendō is exponentially superior to Naruto. How? The moment Tendō reacquires his powers, he destroys Sage Mode Naruto in moments. As if that isn’t enough, Naruto loses his remaining Sage Chakra. So how does he circumvent this? He has prepared Shadow Clones meditating at Mt. Myōboku. So, prep time. That’s a fourth advantage that Naruto is given over Pain. After this occurs and Naruto shows some impressive feats. But, what does Pain do? At this point, we are forced to remember that Pain plans to capture the Kyūbi, not kill Naruto. This means that Pain was holding back. This is Naruto’s fifth advantage. After Naruto is given some… motivation… … he enters his Six Tailed Kurama Cloak. He is given a buff from Kurama, and he succumbs to his rage. In other words, he is being given outside help that really shouldn’t’ve occurred since we know that KCM 2 Naruto couldn’t escape Madara’s chakra chains as well as Momoshiki’s and Isshiki’s chakra rods. This is a sixth advantage in Naruto’s favor. In the anime, Pain and Naruto are evenly matched, while in the manga Pain was on the losing side most of the time. This makes sense as we’ve already established that Pain is exhausted, Naruto had prep time, Pain was holding back, etc. Now, we arrive at the point where Pain is forced to use Chibaku Tensei. Nagato is forced to move Pain closer to him to gather enough chakra to use it through Tendō. This means that spreading out the Paths of Pains in long distances lowers the chakra transference efficiency that Nagato is capable of performing. This is the seventh advantage that Naruto had over Pain (Nagato was far from Konoha and thus was not fighting at full power/ was weakened, and he was still holding back). Upon casting Chibaku Tensei, we run into another little one-up that Naruto has. Nagato is forced to use Chibaku Tensei, a chakra-taxing technique. Naruto is only trapped in the outer section of the planetoid, not the core: This isn’t really an advantage but I just wanted to throw that out there. Yet, despite this, Naruto is forced to succumb to Kurama’s power. He accesses the Eight Tailed Kurama Cloak, yet still fails to escape the planetoid despite Pain being basically out of chakra at this point. So, Kurama provides outside help once more, giving Naruto an eighth advantage. But wait, there’s more! As a final attempt to get out, Naruto begins to tear off the Trigram Seal, but is stopped by none other than Minato Namikaze. He gives Naruto a nice little plot boost, which enables him to escape the Chibaku Tensei. This is Naruto’s ninth advantage. Next up, Naruto overwhelms Pain and finds Nagato’s location. At this point, Nagato is literally dying due to over-using his chakra. Nagato revives Konoha’s casualties, because Talk-no-Jutsu. However, due to Naruto’s current condition, I believe that Nagato (who was out of chakra but still had enough to squeeze out Rinne Rebirth) and Konan would’ve taken him out if they wanted. So, we have nine advantages for the main character. Pain > Sage Naruto, and whoever says otherwise, I’d like to hear your arguments.

I believe Kishimoto's original idea was for Pain to be the "final boss" and actually win. It was Jiraiya's two disciples in a battle of wits where neither of them are particularly wrong but come to an understanding. At this point pain was the strongest in the world and has not introduced overpowered characters such as Madara and Hashirama yet.

Part of the reason why Minato is my favorite character in the whole series is that he's like John Wick. Kill before talking. Pain had Naruto pinned already. If he had the 15% additional ruthlessness like Minato's, he may have achieved the "peace" hes looking for. How many times have we seen this kind of plot device lol. Rinnegan Itachi is impossible, because his chakra reserves were too small. Even Obito with Hashirama cells wasn’t able to withstand two Rinnegans.

Pain is very strong, when he was alive he was controlling 6 different corpses by sending them his chakra and making each of them use one of his every jutsu. When he was summoned by reanimation jutsu in the war, since he has no chakra problem, he put naruto and bee on a bind since he can use all of the jutsu the 6 corpses used,if it wasn't for the fact that naruto is the protagonist and with the help of itachi, naruto and bee would've been captured at the war.
