A few things . All of the rinnegan controlled beast were controlled by Obito and has the benefit of shared vision. Also most of those jinchuriki couldn’t control their tailed beast . So the level their showings against Naruto and bee were far beyond what they normally would have

I def think Konan is Kage level and feel like she's consistently underrated, as the only real fight she got was vs Obito (vs Jiraya and in Koanha she got interrupted by Pain taking over). A lot of this is theoretical, but on paper (ha!) transforming into paper is an INSANELY versatile skill: She can use it to form weapons and geometry or to surround people, like Gaara's sand,; and turning into paper, beyond the obvious utility of flight, should allow her to split up to distribute damage (if only some paper is destroyed) or to reconnect from injuries; and IIRC we see her split up to allow attacks to pass between the paper: Those are respectively similar to Orochimaru splitting/reconnecting from snakes or Kamui's phasing, tho certainly not as good as either in those utilities (IE a wide reaching fire jutsu is gonna burn all/most of the separated paper) She should also be able to mix in things like sealing tags or summoning scrolls/papers (not like animal contracts, but the scrolls that can summon weapons, objects, or like sealed fire, etc) into her paper, not just the bombs we see her use vs Obito. Even the bombs I think people underestimate: The 500 billion ocean of paper bombs is just one extreme example, but the possibilities of other traps or jutsu you could set up is basically limitless: Again, she can pretty much form paper into whatever, and mix bombs (or sealing tags, etc) into it however she wants: She could easily do Deidera style stuff, imagine her unleashing a swarm of origami butterflies (which we know she can make/deploy) that are made of paper bombs, for example. In summation, I think her paper abilities basically means she's got somewhat worse versions of Gaara's sand, Orochimaru's snake reformation, Kamui's phasing, and Deidera's reshapable explosives all at once: Again, I realize some of this we don't see her do, but some she does, even if we don't see her make optimum use of it, and even the things i'm extrapolating are stuff she should be capable of given what she has directly done. Not gonna say she's like secretly Itachi/Madara/Obito/Pain tier or anything, but IMO she's absolutely on par with Orochimaru, Deidera, Kakazu, Sasori, IE the mid tier Akatasuki members, maybe among the strongest of those. I die a little inside every time people compare her to Hidan.

Mei was already a step lower from the likes of Gengetsu and Yagura, but Chojuro lowers the Mizukage standard even more. As for Kurotsuchi...she is arguably the biggest direct Kage downgrade in the history of the 5 villages. The only comparable downgrade is from Hashirama to Tobirama, but that is because Hashirama was BY FAR the strongest Kage to ever live until Naruto, and basically anyone except Madara would have been a massive downgrade after him. Konoha is obviously the focus of the story, but even when you look at the cloud village, pretty much any Raikage in history is comfortably stronger than the current Mizukage and Tsugikage.

Danzo was definitely kage level, because the difference between him and Mei is that, she wasn’t fighting an evolved susann’o when she fought Sasuke, Danzo was. He almost killed Sasuke twice in their fight, not only did he have some immunity to genjutsu by a much powerful Sasuke, but he was also able defend himself against Karin, I haven’t seen another shinobi pull that off, but Itachi Uchiha himself. Itachi even stated that Sasuke was lucky to survive his fight against Danzo.

It's perfectly reasonable. In that same vein, the talk no jutsu and the end of the arc makes sense too. Zabuza obviously saw Haku as a son, but his nindo of not forming attachments and getting the mission done at all costs was conflicting with his feelings. We learn (again through backstory that fleshed Zabuza out) that he actually cared very deeply about a lot of things, especially his village and its people. It's why he tried to kill Yagura. It's also why he never scratched his headband despite being a rouge nin.

@@mrguy7582 adult Shikamaru is pretty firmly in that S-ranked Jounin category. This would put him in the same tier as his wife Temari and his former sensei Asuma. They can fodderize normal Jounin level Shinobi but would get folded by most Kage-level characters in 1-3 hits. Shikamaru with a scientific ninja tool would absolutely be Kage tier. The strats he could come up with if he could use other people’s ninjutsu without consuming his own chakra supply would be pretty staggering.

When it comes to Zabuza, he did in fact try to kill Yagura and actually nearly succeeded. We also know that he's a least relative in strength or skill to Yagura as Zabuza not only survived their fight, but the whole reason he's working for Gato is so he can get money to *try fucking again* We can also determine his relative strength because Sasuke isn't known for any of his other feats at the kage summit, but Chojoro does know him as one of the ninja who took down Zabuza. This is apparently impressive enough to make the future sixth Misukage nervous. Zabuza suffers from first boss syndrome, as he's the first real threat in the show. He's latter made stronger through backstory, even though his original feats don't show it. Hell just look at when he's reanimated, multiple jonin get absolutely bodied by the guy. In this same vein, Haku is also kage level, as Zabuza himself states that Haku is stronger than him. I am fully in the camp that if Haku and Zabuza survived land of waves, that they would have gone back to the Mist and Mei... She wouldn't have a head.

In my opinion Itachi is one of the most Unique and Influential characters from the series. The thing that people underestimate about Itachi fights/encounters, isn't just his power, (it's mainly writters or Kishimoto's fault for making itachi seem or to look very powerful throughout the series) but how smart and intelligent he is during various situations, he never, ever underestimates his opponents because of his composure and his way of being, the level of thinking he's on honestly dwars most people in the series, with only people like Minato and Shikaku comparable with him. More precisly, Itachi isn't just an ordinary Shinobi also, he pretty much knows and he's also aware that all strong opponents have weaknesses (including himself), and he specializes in finding those "weaknesses" and exploiting them ("*Even the strongest of opponents always has a weakness*" - Uchiha Itachi) Itachi is very unique and authentic, especially in the factor of facing various encounters approach, his unpredictability in his way of fighting style approach it's his key factor in all of his encounters. Being blind or nearly blind has never slowed him down (especially when he's pretty much serious, but that's the point, he has never go all out against anyone during the series xD) Itachi it's that type of character who can exceed almost any expectations. (at least that's what we were shown in the anime by the creator Masashi Kishimoto). Moral of the story, never underestimate Itachi. He did more sick then most healthy ninjas do in their entire life. In my opinion No One should underestimate such an unpredictable Shinobi like Itachi, even Madara (I won't say that Itachi can beat him, but at least he will be pretty much able to put a decent fight that Madara will also be impressed in my opinion). Also how can they even consider that Totsuka Blade it's slow when no such speed feat has been shown through the Shippuden that state it that it is slow? All of you are assuming it to be slow it may not be the case... Its not that the sword is unavoidable but it clearly has a very long range and is a very long blade. If you look at the manga, Naruto, Bee and Itachi are all relatively small from Nagato's point of view, and you can see the Totsuka Blade extending all the way from Itachi, piercing through Nagato, and still managing to nearly pop out toward the reader out of the page. I would say its fast because Kabuto coudldn't even react to it, and its not like Nagato was completely immobile to the point that he couldn't sidestep the blade. Also, Kabuto controlling people from far away is never stated to inhibit the Edos' reaction speed in any way. Being controlled by someone thousands of miles away didn't stop the Third Raikage from dodging KCM Naruto's Rasenshuriken. And as for Orochimaru, the sword struck him in between syllables of a word during his speech. I think that that is pretty fast. Pair the Totsuka Blade with a good feint and its lethal because its ethereal, meaning it can pierce through any object. If the sword didn't live up to its reputation then Orochimaru wouldn't seek it out. People need to stop downplaying and denying the very clear speed feats of Totsuka. There is no room for interpretations here. The advantage of being an Uchiha, especially for Itachi and Madara, is that during an encounter against them, they always have a counter because of their unpredictable way of fighting factor, they don't run out of options or techniques, they almost always have a counter in their arsenal, even forbidden jutsus seems irrellevant against them, only a few Uchihas know a certain way to approach the situation with a certain and effective technique, that's why is hard/difficult to fight against them in my opinion. ☯️ 🤷‍♂️

If Mei can become Mizukage, Kisame is definitely on the table. If you swapped them in their spots, Mei is beating almost no one kisame has fought except maybe Suigetsu, while Kisame probably rivals taka Sasuke, stands better against Madara for what it's worth and has far more respect from the community in terms of who he could potentially stand up to like the sanin and other kage. Kisame is usually placed 4th in akatsuki right under people like pain and itachi, while Mei is the weakest of the gokage under Gaara, who Kisame highly likely claps

Kinkaku and Ginkaku are absolute monsters. The Naruto databooks explain that with all Five Tools together they are stronger than the Shippuden Era Five Kage. And this is just in their base. Although Darui could combat and get the upper hand on them, that could just be a feat for Darui rather than being an anti feat for Kin and Gin. On top of the fact that they were nerfed by not having all five tools as well as the reanimation. On top of this above Base Sannin level power, they have V2 Nine Tails cloaks, the exact same powerup as Four Tails Kid Naruto who was consistently superior to Sannin level Shinobi like Jiraiya and Orochimaru. (keep in mind the sannin have a narrative of being the top of the Shinobi villages). Although they aren't technically Jinchuuriki, it's not like they have "fake" nine tails chakra. V2 state Kinkaku by himself was so unstoppable that the alliance had to rely on one of his tools and using min transfer to off-guard him. And he wasn't even using his tools.

Your underatting Danzo. He’s definitely Kage level with everything he has.He was able to keep up with and beat Sasuke when they started fighting . He tested Sasukes susanoo and was able to use wood style to change the direction of Sasukes susanoo arrow.He escaped his genjutsu saying it’s nothing compared to Itachi’s Tsukiomi and placed a binding cures on Sasuke immobilizing him .But once he got him angry over Itachi sasukes rage caused him to evolve his susanoo even further into an armoured suasnoo with its arrows. And the only reason he didn’t kill Sasuke soon enough was he was holding back to face Obito. Using the tapir summon and his own wind style he was able to pierce through Saukes susanoo. So the sasuke Danzo lost to was stronger than the one who fought the Raikage.

And the way Sasuke won was also a bit of a cheese. Like, it was smart of him to trick Danzo into thinking he had 1 more Izanagi, but it's not as a result of power difference. Danzo overlooked that possibility and got outsmarted, but I wouldn't really say that Sasuke winning due to that means that Danzo isn't really powerful and capable. Also, the way Sasuke figured out Danzo's Izanagi's on his arms was Karin helping observe and figure it out. So without Karin he may not have even figured that out and Danzo may have won (especially if he wasn't holding back to fight "Madara"). Danzo was facing them all on basically, and the narrative made the tone pretty clear that Danzo is very likely not making it out (who could defeat both Sasuke and Madara back to back?). So Danzo putting on such a great fight and only losing because he didn't actually count how many Izanagi's he used and was relying on looking to see if there was an eye open or not, made it clear that Danzo is very powerful. If he went all out he may have been able to kill Sasuke, but as we know Danzo prioritizes his self-preservation and wanted to defeat both Sasuke and Obito and get out alive. So even if he had an even lower chance at defeating Sasuke by holding back, it was also the only option that could lead to him defeating both.

Awesome vid! My complaint with some of your other vids is that sometimes you only look at the high or low end of the possible power level of a character depending on where you need them for a video. This time, it seemed like you took the time to look at the top and bottom possible levels of a character’s power level and then say where in that range you believe they are, which I think makes an opinion video like this great!

The only one I'd argue with is the take on Danzo. Dude didn't have time to cook, had the Izinagi which is extremely dangerous and powerful against anybody that isn't am Uchiha. That fight made him seem weak because Sasuke was strong. He also had help from Tobi.

Also, Danzo is just an old guy. Just like Hiruzen was old and weaker at his age. This is seen cus once Danzo got stabbed just once he became way weaker. And yeah Sasuke had help from Karin and Tobi.

I know Mei's Kekkai Genkai is listed on the Lava release page of the wiki, but it's a different release. Even though the two words are pronounced the same way, it's spelled differently in Japanese and the only time it looks like lava is the first scene it's used in the anime and then a video game. The dub differentiating it from the lava release is actually correct and the fan translations have been wrong about it. Even one of the databooks makes it clear that it's a release unique to her(at least until somebody else finally has the same one in Boruto). The only reason the wiki never gave it a separate page is because (according to the talk section of the page) they're afraid of it leading to drama over two element combinations being used to make multiple different releases, which was also never said to not be the case in any of the Naruto canon, btw.

You should toatally make a list of characters considered the best of Jonin level but not quite Kage level. Its always fun to powerscale strong characters, but I think it's still interesting to see who could reliably back up these kage characters in a fight. Like, maybe the hosts of the chunin exams are regular jonin but Part 1 Kakashi and Guy are considered advanced Jonin

Kushina was able to completely subdue and restrain the FULL POWERED Kyuubi (not just the yang half) AFTER giving birth and having a tailed beast ripped out of her and simultaneously created a barrier strong enough to be impenetrable even by the combined effort of the third Hokage and the Anbu. She was also fast enough to out speed base Minato when trying to protect Naruto. It's possible she could even subdue the full-powered Juubi at full health with her Adamantine Sealing Chains since Kyuubi basically makes up at least 30-40% of Juubi's power and Kushina wasn't even at 5% (was basically dead) when she defeated Kyuubi. Karin, who one-shotted the Top Transformed Buddha which was giving multiple Kage a hard time with her Adamantine Attacking Chains was only said to be displaying "a glimpse of Kushina's power" according to the data books. Kushina is arguably the second strongest female character in Naruto right after Kaguya based on feats.

I think shisui is almost definitely kage level. Danzo (A contender for the title of hokage) had to use very underhanded tactics to take on shisui. Even then, he escapes after having taken a not small dose of the aburame clan venom. his mangekyo is also the second to third strongest genjutsu in the verse. I will also use indirect scaling here. when itachi fought orochimaru, he used a genjutsu that wasn't the tsukuyomi. Given that itachi was about 16-17 when this occured (3-4 years after shisui's death, and the age of shisui when he died) it is likely that itachi is equal to or slighty stronger than shisui, making him kage level

The comment about Guy being the strongest was definitely related to his taijutsu. Madara let Guy kick him. Guy also needed help from Kakashi, Minato and Lee to land some blows.

by that point Madara was well beyond Kage. so Guy doing anything, even with help, puts him at minimum, Kage Level. Not to mention, its stressed Guy is Kakashis equal (and stronger with the 8th gate). Kakashi being Kage level obviously.

I'm surprised Asuma isn't mentioned, being a guardian ninja and all. I know losing to Hidan is a verrrrrry bad case but IMHO opinion he just fought in the dark, he's probably danzo tier but at least he's worth mentioning. There's also Jugo and Mangetsu hozuki.

You really underrate Danzo. He fought a stronger version of Sasuke than the Raikage did and got close to victory a couple of times. I would actually rate him as the second strongest kage of his arc after Ohnoki.
