I think Deku's "Full Cowl" is his "muscle form". He uses it in his whole body, just like All Might gets ripped as hell, becoming the 274 kg monster. And SMMAASSHHH

“Muscle form” is just what All Might used to look like, which he built up by training. It’s his natural body state. Deku won’t get a muscle form unless he trains for years and years and years to naturally build up those muscles and then just happens to get the same stomach injury.
