This is my first time putting a comment in a youtube channel. The reason is that video is really helpful and couldn't leave this without putting positive a comment. Thank you for making this video and I honestly didn't know how the tender procedure works and learned a lot about it from this video. I am thinking of renting a shop in a leisure park and they told me it will be through tender and to wait till December. My question is if I'm to quote a certain amount for the stall and if others have quoted higher, will I get a change to change it (may be bid higher than the others) at the meeting you said. Thanks a lot for the kind appreciation. About your question, I would assume that this is a government tender. Once you have quoted for the tender, you can't request to increase the cost. There is one fixed thing in the tender that you can't change, its the cost. You are bound to supply the goods / service that you quoted at the given price if they offer you the deal, and they can blacklist you from applying for tenders if you refuse to do so. For this reason, large tenders (above 5 million for most of tenders) require a bid bond guarantee (3%). They can get that cash from bid bond if you refuse to supply goods after the tender is offered. There is a work-around for that. After tender is open, if the customer actually is willing to re-negotiate terms and price, they can recall the tender. Then it goes as a recalled tender, you can bid again with your competitors (now everyone knows your and your competitor's prices), and try to win the tender with new terms and new quotation. This is commonly done (tender recall) if there are not enough bidders fulfilling tender requirements, cost is too high or if customer wants to change the specifications. guarantee amount depends on tender terms. Some tender terms mention a minimum guarantee amount. But in most of tenders, its a percentage of your quotation value (if your quotation value is above a certain amount, such as above 5 million)

There are a lot of methods listed for making sure that the tender procedure is transparent, including allowing bidders to be in the tender opening time, announcing the bid value and bidder name etc... There can't be 100% transparency, specially government service is corrupted in Sri Lanka. But the tenders, ideally, are very transparent and bidders have all the right to protest if they think its not reasonable.

its the same procedure as any other government tender (but i have not applied for an old steel tender). You can buy the tender form and register to apply for tender, then request for an inspection date, inspect the load of metal to be sold, value yourself and submit the tender document with your quotation.

i dont think there is a 'tender procedure' for private banks. There is a 'supply division' in any private company. Just call the head office and ask for supply division. Then ask them whom you should talk to regarding the generator service tender.

unfortunately no. as i mentioned, there are third party companies who gathers all the tenders and send you appropriate ones to you. you have to pay a monthly fee for them.
