Can this be an alternative for topping up the head space in the carboy?

No, this does not purge the air between the surface of the wine and the bung or airlock on top. You should still always keep the carboy topped up, and your sulfite levels in check. This method is simply one way to begin removing C02 from your wine (i.e. degassing). At the end of fermentation, and before bottling, you should degas your wine. This is about as effective as the wine whip you can put on the end of a drill to also degas your wine.
