Can you talk about PET vs PVC & shrink wrap thicknesses?

We don't really have toooo much info on this as it's a lot deeper into the production side, but it depends on manufacturer and brand. Most manufacturers/printers will have one that they always use that works for their machines and process. Chatting with your printers to talk about thicknesses and if there are limitations on how you want your design to look etc is the best place.

i recently talked to someone in asia who said they cannot make a matte effect does this mean that they are not able to print on the outside?

also if you print yellow does it always come out gold, i kind of wanted a full matte yellow can via shrink sleeve

It could be that they don't want to print on the outside due to the potential mouth contact with a coating that isn't approved for contact like that, or they just don't have the ability.

If you want the yellow to just print yellow instead of turning gold, you would just make sure that you print white beneath it (technically on top in the printing process, LDW-last down white). That blocks out the silver metallic of the can from having the gold effect.
