How to determine the angle of shear resistance and also the specific direction of the shear stresses ? Is it from the trixial shear test or we should assume?

In many textbook examples as the one in this video, we are given such stresses and asked to draw a circle. It is possible to obtain the vertical and horizontal stresses from a triaxial test, or it can be measured in the field or estimated based on soil properties. We often use Mohr circles to analyse the results from a triaxial tests.
