question... can a laser be used to cut a channel in to wood in order to inlay silver wire into the channel ..?

Yes you can do it using a laser, a CO2 laser would be best for this, you'd get more depth using a CO2 laser. What's the depth you are looking at? width of the channel? and what wood are you using?

How do you complete the finishing of the epoxy inlay sign?

I sand the surface to remove any excess epoxy from the surface by sanding the workpiece using sandpapers of gradually increasing grit-size until I get the desired finish. After that, if needed, add a clear coat over the entire workpiece.
