The boot I got fits my foot but is too small arpund the calf for the pump to be in the middle. If I go up to fit my calf wpuld it be too big arpund my ankle?

Yes maybe but that’s why the boot comes (well should come) with pad inserts to go around the ankle

I use this pads 5:20 and put them into my other shoe because otherwise they are sooo uneven 😁😁😁
