In my area we can. In a lot of areas you can also get rock wool and cut it into pieces and use that similarly

@@zuki9425 thank you for your response, but from watching another video after I posted this question: I think it is to limit algae growth in the water, by blocking the light going to the water. Thanks again.

The foil replaces the stickers used to block light from reaching the water that can form algae and it keep light off the sponge which can mold...its cheap and effective..you can even put foil over a empty basket to cover unused holes
