I don't understand how to do the setup row 2. I must have messed up row 1 because my row 2 starts with two "hoods." If I could only get past that I could follow the rest, I think!

my pattern is p1 sl1yo... would i just purl instead of knit after slipping the yarn over?

Yes. Follow what the pattern tells you. Brioche patterns can very depending on what side you are knitting, whether you are knitting flat or in the round, or if you are knitting single color brioche or two color.
