The length needs to be 38.55mm or 1.5 inches, not including the head. For the crank to stop a TDC. Do not use this tool to hold the crank wile torquing pulley or flywheel bolts, you may bust out the side of your block where the bolt goes in.

Its designed to set TDC, not torque crank bolt. you should have another tool to do that as I did. There are other videos on how to properly torque bolt down. This one is designed to set timing.

How long is it? You don't even need to machine the bolt down.

same exact length as the 303-507 crank timing peg you can buy. i didnt have a machine to bolt down when I made it. just a pair of vise grips and a angle grinder with the sand disc blade. use a table or bench for stability. I do not recommend this method if you do not have stable hands. Timing peg itself was fit tested as it was made.
