Can the plywood cutter be used by itself to cut slots for a 1/4 inch plywood bottom to a drawer?

We recommend measuring the thickness of your plywood and then matching the slot cutter which will cut the closest slot. The slot cutters in the video are for replacement when using our Rail & Stile router bits. Check this page: www.infinitytools.com/slot-cutter-router-bits-with-arbor-7659 for slot cutters on 1/4" or 1/2" shank that will do what you want. Item 23-1564A or B will make a 15/64" groove which usually works well.
