I think that one thing to note regarding teambuilding (since you use gen3ou as an example) is the huge difference between having preview or not. A lot of more "niche" or surprising options you can use can really depend on that fact. Maybe for other people it's not that big of a deal, but I find team preview as probably the biggest change in competitive singles. Even more than megas or terastalization.

true, team preview kinda helped alot of trappers like wobbuffet and dugtrio to eliminate pokemon needed. It ruined the unpredictability of linoone as well.

I stopped playing Gen 8 pretty early on so I can't really comment on Where the meta ended up. So far Early Gen 9 is way cooler than Early Gen 8 was though IMO. Overall more interesting Mons and teams we're seeing even though it's a bit of a mess
