What if the nut on the tap is seized on?

Use a bigger spanner or water pump pliers (grips). The bigger the tool the more leverage you've got. Failing that, you'll have to replace the tap kzbin.info/www/bejne/aaCvfGCYi6yXhKMsi=1yu_dhQGxunZdrGC

Now you need a plumber to fix your leaking isolation valve. That's the problem with isolation valves , they just aren't worth spit and cause more problems than they are worth.
