Doing both bearing races at the same time is a very bad idea. By doing one at a time, you are able to keep the other end referenced square to the head tube. Doing both drastically increases the chances of them not being straight and square.

Do you need to install a new crown race on the fork?

ideally. usually the kit (or bottom bearing kit) will include a new crown race. you could use the old one if it is still flat and smooth and mates up to the new bearing/seal.

you need to remove it too. its part of the headset and may not be compatible with the new one
